Description
Responsibilities
Drive and deliver the full Procurement Cycle for goods and services, including market consultation ensuring that the Business arrives at the Purchase to Pay (P2P) stage.
Apply a deep understanding of Public Procurement processes and regulations, and have the ability to apply processes to specific Procurement requirements.
Organize and supervise preparation and submission of tenders, bids and RFQs using the new etenders platform and be responsible for the preparation of the technical package and other related documents needed for submitting tenders, proposals and RFQs.
Lead the Tender Competition Execution process from beginning to end.
Apply an understanding of market dynamics, the principles of MUH Procurement Corporate plan, competitive pricing strategies and complete life cycle for goods and services.
Engage with all stakeholders to lead commercially focused procurement processes which efficiently and effectively meet requirements.
Identify and acquire the best possible value for money from external sources at an early stage.
Provide professional and specialist advice on all aspects of putting multiple framework agreements/contracts/Service Level Agreements (SLAs) in place, i.e. market specification/scoping of requirements, determine roles & responsibilities of the evaluating teams, provide advice on the procurement impact of proposals and their risks, and provide advice in the discharge of the contract management process.
Work with budget holders on Contract Management best practice, assisting the management and monitoring of deliverables/KPIs outlined in the contracts to ensure efficiency and maximize contract performance.
Monitor and report on contract performance, audits and risks escalations.
Support and provide expert advice on disputes, remedies, modifications, variations and contract exit.
Lead the Procurement Strategies for multiple key categories of expenditures, delivering significant, sustainable cost savings and regulatory compliance.
Audit contract performance with budget holders of all projects and oversee all projects from start to completion, ensuring that work is completed on time and within budget.
To observe strict rules of confidentiality on any information gained as part of a tender process and / or project.
Ensure that all statutory and corporate governance requirements are met ie: EU Directives, MUH Procurement Policy, Public Procurement Guidelines for Goods and Services.
Identify risk of non-compliance and aggregation of spend that could provide opportunities for savings and efficiencies.
Audit/Risk register oversight and management.
Implementation of revised e-Tender process.
Implementation of the IFMS planned approach, when applicable.
