Job Description Our client is seeking a highly motivated and detail-oriented Defense Supply Chain Proposal Agent to lead and manage all aspects of supply chain proposal activities in support of U.S. Department of Defense (DoD), allied government, and global defense pursuits. Lead the planning, coordination, and submission of all supply chain proposal inputs in response to RFPs, RFQs, and RFIs. Partner with procurement, contracts, engineering, finance, legal, and program management to ensure proposal accuracy, compliance, and competitiveness. Interpret and flow down FAR, DFARS, and international contract requirements into supplier RFP packages and BOE justifications. Establish and maintain a centralized pipeline view of all current and upcoming defense supply chain proposal activities. Develop and deliver executive-level presentations and reporting on proposal progress, risks, and resource needs. Support make-or-buy analysis, supplier quoting, and cost estimating strategies aligned with Bombardier’s defense business objectives Review and validate supplier inputs to ensure cost realism, historical pricing alignment, and compliance with DoD cost principles Participate in internal and customer-facing proposal reviews, audits, and fact-finding activities. Ensure export control and ITAR/EAR compliance throughout the proposal lifecycle. Maintain documentation to support DCAA/DCMA audit readiness Contribute to continuous improvement of proposal development processes and tools. Qualifications Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. Minimum 10 years experience with U.S. DoD, FAR and DFARS documents Familiarity with the U.S. DoD acquisition process, including RFP structures, flow-downs, and compliance standards. Knowledge of FAR, DFARS, and international defense contracting practices. Familiarity with ERP/MRP systems (SAP, Oracle, or similar) Demonstrated ability to manage multiple priorities, meet deadlines, and produce high-quality deliverables. Strong communication and presentation skills with the ability to interface effectively at all levels of the organization. U.S. Citizenship required due to contract and security requirements Preferred Qualifications Experience in the Aerospace & Defense industry or a government contracting environment. Knowledge of ITAR/EAR regulations, Cybersecurity compliance (CMMC), and supply chain security principles. Understanding of cost estimating, supplier negotiations, and BOE development in a defense context. Experience with proposal pricing tools (e.g., ProPricer) and reporting dashboards (e.g., Power BI).
