POSITION TITLE: Supply Chain Officer ORG UNIT: WFP Afghanistan Country Office – Supply Chain, in close coordination with UNHRD Dubai TYPE OF CONTRACT: Regular Consultant (CST) – Level I- working remotely (home based) DURATION: 6 months COUNTRY CONTEXT/ ORGANIZATIONAL CONTEXT: The World Food Programme (WFP) in Afghanistan operates in one of the most complex humanitarian environments globally, characterized by severe access constraints, border closures, sanctions‑related compliance requirements, and volatile regional transit conditions. Since late 2025, the traditional southern supply corridor through Pakistan has been repeatedly disrupted due to border closures and security constraints. To prevent pipeline breaks and ensure continuity of food assistance, WFP Afghanistan has activated contingency routing through Jebel Ali (UAE), with onward movement via Bandar Abbas and the Islam Qala–Herat corridor. This has significantly increased the operational complexity of the supply chain, requiring intensive coordination across shipping, customs clearance, port operations, warehousing, contracting, finance, and reporting functions. Given the scale and criticality of this operation, WFP Afghanistan relies on dedicated, day‑to‑day operational support based in Dubai, embedded within UNHRD, to manage the food pipeline transiting through Jebel Ali and ensure close coordination between the Afghanistan Country Office, UNHRD Dubai, freight forwarders, shipping units, and headquarters counterparts. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The purpose of this consultancy is to provide dedicated operational and coordination support to the management of WFP Afghanistan’s food operations routed via Jebel Ali, ensuring timely, compliant, and cost‑effective movement of food commodities from arrival at port through onward delivery to Afghanistan. The consultant will serve as focal point for the Afghanistan–Jebel Ali pipeline, supporting planning, execution, monitoring, reporting, and troubleshooting of food movements, while strengthening coordination between WFP Afghanistan CO, UNHRD Dubai, and relevant internal and external stakeholders. The assignment is critical to help Afghanistan CO prevent pipeline breaks, reduce demurrage, detention, and avoidable costs, strengthen accountability and visibility over high‑value food movements, allow Afghanistan CO to maintain focus on in‑country delivery and programmatic priorities MAIN ACCOUNTABILITIES/RESPONSIBILITIES: The consultant will work under the direct supervision of the Afghanistan Country Office Supply Chain Management, in close coordination with UNHRD Dubai and relevant WFP units and will be responsible for the following: Operational Coordination Act as focal point for all WFP Afghanistan food commodities transiting through Jebel Ali, from call forward to vessel arrival through onward dispatch to Afghanistan Track and monitor the end‑to‑end transit, including arrival dates, storage status, cross‑stuffing, onward transport, and expected delivery timelines Proactively flag risks related to delays, congestion, documentation gaps, or access constraints, and propose mitigation measures Liaison & Stakeholder Engagement Provide effective coordination with other WFP teams and units such as Afghanistan CO, Shipping unit, UNHRD Dubai, freight forwarders, customs agents, inspection companies and port authorities to ensure smooth execution of operations Coordinate closely with WFP Afghanistan CO, and Shipping units on planning, prioritization, and execution of shipments Liaise with third party companies (FFAs, warehouse operators, inspection companies, port authorities) to resolve operational issues and ensure contractual compliance Contracting, Financial & Administrative Support Provide advice and support in the preparation and follow‑up of purchase orders and related documentation linked to the Afghanistan Jebel Ali operation Contribute to justifications, notes for the record, and supporting documentation related to freight forwarders engagement, contract extensions, or operational decisions, as required Ensure systematic monitoring of freight handling, storage, demurrage, and detention costs Reporting & Information Management Produce and maintain accurate operational trackers and provide regular pipeline updates to Afghanistan CO and relevant stakeholders Provide data consolidation to support decision‑making related to routing, prioritization, and contingency planning Risk Management & Compliance Ensure that all operations comply with WFP policies, sanctions frameworks, and humanitarian exemptions applicable to Afghanistan operations Identify operational, financial, and compliance risks linked to the Jebel Ali corridor and support mitigation actions Promote strong coordination, documentation, and audit‑ready processes Other Duties Perform any other relevant tasks required SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Degree in Supply Chain Management, Logistics, International Relations, Business Administration, or a related field (A first‑level university degree with additional years of relevant experience may be accepted in lieu of an advanced degree) Experience: Minimum 5 years of experience in humanitarian logistics, supply chain operations, or emergency response. Proven experience dealing with international supply chains, preferably involving multimodal operations, working with or managing freight forwarders relations or key accounts, etc. Demonstrated experience working with UN agencies, and familiarity with WFP/UNHRD operations is a strong asset.
