ORGANISATIONAL CONTEXT: On 28 October 2025, Hurricane Melissa – a Category 5 storm – made landfall in Jamaica, causing catastrophic damage across the island. The storm triggered widespread flash flooding, landslides, and storm surges, severely impacting infrastructure, housing, and access to essential services. Over 500,000 people were left without power, and major road blockages created significant logistical constraints in reaching affected communities. In response, the WFP Caribbean Multi-Country Office (MCO) activated its operations to support national and regional efforts. The Caribbean MCO covers 22 English and Dutch-speaking countries and territories, including those forecasted to be directly affected. The scale and complexity of the anticipated impact demand a swift and coordinated emergency response. At this level work is carried out under minimum supervision. Job holders are expected to produce organised and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work. This role reports to the Programme Policy Officer or their designate. JOB PURPOSE: To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): 1.Verify the planned movements and distribution of food or non-food items, including emergency relief supplies and report issues or discrepancies for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation are in line with WFP standards. 2.Maintain information records and monitoring plan documentation, such as records of commodity movements, beneficiary lists, emergency distribution checklists, to support effective delivery and distribution of food items or non-food items during hurricane recovery operations. 3.Collect and collate assistance programme(s) data with emphasis on real-time field observations, damage assessments, and beneficiary feedback, to inform adaptive decision-making in dynamic post-hurricane conditions. 4.Liaise with cooperating partners and internal counterparts to gather feedback on access constraints, unmet needs, and service gaps, supporting programme reviews and continuous improvement. 5.Support rapid needs assessments and data collection on infrastructure damage, market functionality, and household food security to feed into response planning. 6.Utilize digital data collection tools (e.g., mobile apps, GPS tagging) to ensure timely and accurate reporting from remote or hard-to-reach areas. 7.Receive and collate comments and feedback from cooperating partners and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations, focusing on urgent protection concerns, delivery challenges, and emerging needs in affected communities. 8.Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods to support them to conduct and complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas. 9.Prepare concise field mission reports, highlighting key findings on distribution performance, access issues, and community priorities in hurricane-affected areas. 10.Follow emergency response protocols, including safety measures for staff and beneficiaries, and ensure monitoring activities align with WFP’s post-disaster standards. 11.Contribute to post-distribution monitoring and accountability activities, including verifying beneficiary satisfaction, identifying gaps in assistance, and ensuring feedback mechanisms are functional in hurricane-affected areas 12.Any other duties as assigned. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: •Has experience analysing programme output and outcome data. •General knowledge of WFP monitoring and evaluation systems and standards.
