BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) Caribbean Multi-Country Office (MCO), based in Barbados, supports governments and regional institutions across the English- and Dutch-speaking Caribbean to strengthen national systems for emergency preparedness, response, and resilience. Its coverage includes 22 countries and territories. The office applies WFP’s global expertise to a cross-functional programme of work designed to improve regional and national preparedness, strengthen systems to deliver timely and appropriate assistance to people affected by shocks, and support governments and CDEMA in emergency response. Since its establishment in 2018, the MCO has responded in coordination with CDEMA and governments to hurricanes, the COVID-19 pandemic, volcanic eruptions, and other shocks across nine countries. WFP has responded to emergencies in the Caribbean through direct assistance or by working through government systems. This combined approach supports countries to better prepare for, respond to, and recover from shocks while building resilience in Caribbean small island developing states. In the aftermath of Hurricane Beryl in 2024, WFP distributed unconditional and unrestricted cash transfers, in-kind assistance, non-food items and logistics coordination to governments of four impacted countries. WFP leveraged partnerships with partners in service delivery, including departments of disaster management, ministries of social protection and finance and civil society organisations. In 2026, MCO will continue to expand its programme of work into previously non-presence countries and is exploring new partnerships and innovative financing solutions to provide rapid assistance to shock-affected people. In doing so, the MCO aims to safeguard the identities of people it may assist, including in cases where WFP works alongside government systems and controls and processes the flow of sensitive beneficiary data. In this environment, the MCO is looking to review, reinforce and improve the efficiency of its risk management, assurance and identity management processes for different aspects of its operations. This in turn to be linked to the Caribbean MCO’s transition to a structure with a stronger focus on activity management to enhance planning, delivery, and oversight across the multi-country portfolio over 11 countries. The purpose of the role is to provide surge support to the MCO in the area of risk management and assurance, with a focus on CBT and IDM as well as to deploy to support the Jamaica Satellite Office to respond to the impact of Hurricane Melissa, which made landfall on Tuesday 26 October and for which WFP is scaling up its emergency response. The position reports to the team lead for Social Protection, Cash-Based Transfers, and Emergency Preparedness and Response portfolio within the multi-country operation, with a different reporting line for the Jamaica Hurricane Melissa emergency response. ACCOUNTABILITIES/RESPONSIBILITIES: Support the implementation of both cash and in-kind assistance for the Jamaica emergency response, ensuring timely delivery to affected populations and coordination with local partners and stakeholders Ensure operational processes and protocols are in place and adhered to, including IDM processes, distribution tracking and reporting mechanisms to uphold accountability and efficiency Review and contribute to the MCO Emergency Preparedness Plan for the 2026 hurricane season preparedness plan, work with SOs on bespoke CBT / EPR preparedness measures. Provide strategic guidance and ongoing technical assistance to the MCO and Satellite Offices (SO) on how to improve IDM processes and minimum assurance measures across its EPR planning, with a focus on CBT but also considering in-kind operations as part of the ‘phased’ approach to hurricane responses being implemented by the MCO and satellite office. Review the business process mapping and data flow arrangements for WFP-led (data controller) and Government-led (data processor) operations for the hurricane season. Help establish process / system for data management (registration, storage, exchange, as well as data de-duplication and reconciliation) that aligns with corporate guidance and needs / capacity constraints of MCO and SOs. To include support to implement corporate tools (e.g. MoDA, SCOPE) if recommended or required. Provide recommendations and updates for 2026. Deploy for SO support for emergency response as required. To include support on the following (indicative) - selection of transfer modalities, targeting and registration, data management, CFM design, cash transfers, reconciliation, and partner / information management Support rapid market / infrastructure / capacity assessments as required and design replicable tools for other SOs as required Help translate WFP policies into MCO practices to ensure key compliance measures and programming approaches are integrated, particularly on CBT/IDM/EPR. Identify risks and mitigation measures, and work with activity managers to ensure that resources, plans, and results are aligned with key assurance requirements Support the CP management process at MCO/SO level for emergencies, including anticipatory FLA formulation (EoI review, CP proposal and budget review, implementation plan review, CPC review). Support review of plans for 2026. Provide on-the-job training to MCO and SO staff on CBT/EPR/IDM in the areas outlined above to help build internal capacity. Fulfill other actions as required by the management team. DELIVERABLES AT THE END OF THE CONTRACT: Coordinated delivery of emergency assistance in Jamaica, including both cash and in-kind support, with operational protocols and processes fully established and functioning to ensure effective implementation, accountability and reporting Emergency preparedness and strategic planning and updated 2026 Emergency Preparedness Plan with tailored CBT/EPR measures for each Satellite Office, including phased response guidance and minimum assurance integration. Data management & process optimisation with business processes and data flow mapping toolkit with recommendations for registration, exchange, reconciliation, and corporate tool integration (e.g. MoDA, SCOPE) On-the-job training package and deployment support documentation covering CBT/EPR/IDM, CP management, and replicable assessment tools for SOs QUALIFICATIONS & EXPERIENCE REQUIRED: Education: University degree (Master or higher recognized by in International Affairs, Political Science, Economics, Public Policy or any other relevant field, or First University degree with additional years of related work experience. Experience: 5-10 years of progressively responsible professional experience related to humanitarian and development programmes, policies, strategies or plans and institutional structures, preferably in relation to food security and nutrition objectives, risks, shocks and related emergency responses in humanitarian and/or development contexts. At least three years of professional level work experience specifically in the areas of humanitarian affairs and relevant areas along the policy and programme cycle (e.g., cash based transfers (CBT), identity management (IDM), assurance, Emergency Preparedness & Response, Supply Chain, etc.). Experience in developing and maintaining partnerships with a variety of stakeholders: governments and/or humanitarian & development stakeholders, preferably related to social protection, food security & nutrition, risks, shocks, and related emergency responses or other types of programmes. Knowledge & Skills: Strong technical, programmatic expertise in cash-based transfers, emergency preparedness and response, IDM and assurance. Experience supporting government-led CBT, social protection and emergency response, preferably in the Caribbean. Knowledge of WFP corporate systems and procedures for programme, identity, and financial management. Ability to translate strategy and policy into impactful, implementable actions and ensure alignment between resources, plans, and results. Strong analytical, coordination, and partnership skills Proven ability to effectively navigate multi-country and/regional set-ups and work with Country Office / Satellite Office teams Languages: Fluency (level C) in both oral and written communication in English.
