We are seeking a Sustainability Strategy Consultant to lead the development and coordination of the Los Angeles Department of Water and Power (LADWP) Enterprise and Sustainability Strategic Plan and Equity Strategies Action Plan. You will have deep expertise in environmental policy, strategic planning, and sustainability best practices across the utility sector. You will collaborate with internal departments, external partners, community-based organizations, and policymakers to align LADWP’s climate, equity, and innovation goals with operational execution and measurable KPIs.
This role will be part of a team as outlined in an RFP let by the Los Angeles Department of Water and Power.
WORKSITE: 60% onsite @ Department of Water and Power, Los Angeles, CA
WORK SCHEDULE: Business hours; contract one year with potential 1-year extension
PAY RATE: $120/hour - $140/hour

Responsibilities
  • Develop and lead an Enterprise and Sustainability Strategic Plan, translating executive vision into a structured roadmap with defined goals, actions, and measurable KPIs.
  • Gather input across LADWP’s Water, Power, and Joint Systems to ensure a unified enterprise strategy that is actionable and future-ready.
  • Design and implement the Equity Strategies Action Plan, coordinating with internal departments and external stakeholders-including Community-Based Organizations (CBOs).
  • Analyze and synthesize existing sustainability materials, data, and initiatives scattered across LADWP divisions, identifying gaps, aligning efforts, and producing enterprise-wide documentation that enhances visibility, integration, and impact.
  • Advise on emerging technologies and climate risk strategies, providing policy and financial assessments of innovations such as hydrogen infrastructure, offshore wind, fiber optics, and small nuclear systems, while evaluating climate adaptation pathways and rate reform models.
  • Prepare strategic briefings, decision memos, white papers, and presentations to support LADWP leadership in engagements with the City of Los Angeles, regulatory agencies, legislators (in Sacramento and D.C.), and other stakeholders.
  • Foster internal alignment and cross-departmental collaboration to build momentum behind sustainability goals.
  • Lead workshops, strategy sessions, and stakeholder meetings, ensuring continuity, accountability, and executive-level engagement.
