The consultant/contractor is expected to work Monday to Thursday, four (4) days a week. Availability for weekend work or after-duty hours may be required based on the operational needs of the Authority.
Key Responsibilities

1. Analysis and Evaluation of Current Systems

• Conduct a comprehensive review of existing systems and technical infrastructure.
• Identify strengths, weaknesses, and potential areas for improvement.
• Engage with stakeholders to collect, document, and refine business and system requirements.
• Analyze data workflows to enhance system efficiency and integration.

1. System Design and Development

• Design and implement customized technical solutions that align with SMA’s operational goals.
• Develop new systems, applications, and modules using appropriate technologies.
• Ensure seamless system integration with existing platforms and third-party applications.
• Prepare detailed technical documentation, including system architecture, data flow diagrams, and user manuals.
• Provide regular progress reports and updates to management.

1. Testing and Quality Assurance

• Perform comprehensive functional and performance testing for all developed systems.
• Ensure system compliance with international standards and industry best practices.
• Conduct user acceptance testing (UAT) with stakeholders to verify system functionality
• Implement continuous monitoring and debugging processes for long-term efficiency.

1. Training and Technical Support

• Provide structured training sessions for SMA team members on system usage, administration, and troubleshooting.
• Develop training materials and user guides for reference.
• Offer post-implementation support and maintenance to resolve issues and optimize system performance.

1. Required Qualifications and Experience

5.1. Educational Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related field.
• Advanced certifications in system analysis, software development, or database management (preferred).

5.2. Technical Expertise

• Minimum 7 years of experience in system analysis, software development, and IT project management.
• Proven expertise in requirement gathering, business process analysis, and system documentation.
• Strong proficiency in programming languages and frameworks, including Java, .NET, Python, or other relevant technologies.
• In-depth knowledge of database technologies (SQL, NoSQL) and data modeling.
• Experience working with cloud-based solutions and enterprise system integrations.
• Familiarity with agile development methodologies and project management tools such as Jira or Trello.
• Ability to deliver clear, concise, and structured reports to senior management and stakeholders.

Note: The nationality of outsourcing must be from an Arabic country.
