| MINIMUM QUALIFICATIONS:

  • University degree or college diploma in computer science or related studies.
  • Minimum of three (3) years experience within a similar role.
  • Experience in DevOps and agile environments.
  • Familiar with managing vendors.
  • Experience in applying system management best practices.
  • Experience in producing concise and detailed documentation.
  • Experience in performing business analysis, collecting requirements, and developing solutions.
  • Experience with the use of GitHub, Confluence, and JIRA.
  • Knowledge of the Software Development Life Cycle.
  • Occasional travel may be required.
  • Overtime and on-call support based on operational requirements will be required.
  • The candidate confirms they have the eligibility to obtain and maintain a GoC Secret Clearance or equivalent checks that may be carried out by Payments Canada. This includes the requirement of having lived in Canada for the last five (5) years.

  • ITIL Certification is considered an asset.

Responsibilities:

RESPONSIBILITIES OF THE ROLE WILL INCLUDE:

  • Executing the business analysis function of High Value Payment System by analyzing the business needs of members and stakeholders, and proposing solutions to identified problems and recommending opportunities for value added services.
  • Developing an understanding of Payments Canada’s by-laws, rules and standards to ensure operational excellence.
  • Providing system expertise for both business and technical resources.
  • Supporting both business operations and system solutions in the support and monitoring of the High Value Payment System.
  • Obtaining data from multiple sources, analyze information to develop reliable fact based reports in support of various operational initiatives and ongoing activities.
  • Gathering detailed requirements from users, members, and stakeholders. This includes interpreting data to actionable recommendations.
  • Supporting the administration of the High Value Payment System.
  • Providing on-call support as needed to support operations and ensure timely and accurate follow-up and reporting of all participant and Payments Canada system incidents.
  • Providing technical expertise in the investigation of High Value Payment System events.
  • Coordinating and facilitating Quality Assurance activities (i.e. FI engagement).
  • Contributing to the vendor managed Release Management process.
    Duties and Responsibilities

Business Services and Operations

  • Identify problem areas, gaps, or conflicts derived from information gathered and propose options for resolution.
  • Perform in depth research and analysis in support of projects and other related work items to provide advice and recommendations to Payment System Management.
  • Provide a business interface between Payment System Management, financial institutions and other external stakeholders, ensuring that issues impacting members or Payments Canada are identified, constructive questioning of business, operational and policy implications is completed, and resolutions analyzed.
  • Contribute to the continual improvement of the High Value Payment Systems Operations team by proactively identifying, documenting and sharing process improvement opportunities.
  • Execute the operations, monitoring, and oversight of Lynx system business processes and activities.
  • Utilize standard templates to accurately and concisely document business processes and procedures.
  • Interfacing directly with Payments Canada core operations to identify changes to existing procedures, processes, and rules that will support the ongoing operations of Lynx.
  • Prepare business process flow and procedure documentation as well as briefing notes to management as appropriate.

System Solutions and Support

  • Assist in the planning and coordination of the setup, testing, and implementation of system or service implementations.
  • Draft, publish, and/or review various support documents.
  • Provide expertise and solutions to complex problems by researching and participating in community forums.
  • Apply best practice methodologies to maintaining system integrity and soundness.
  • Assist in the execution of audit related activities.
  • Provide support in project management functions by providing effort estimates, identifying and capturing risks and assisting in developing project schedules, plans and recommendations.
  • Coordinate and/or execute the administration of the High Value Payment System.
  • Troubleshoot and investigate payment system related issues.

Percentage of Time: 30%

Quality Assurance

  • Create, maintain, and execute test cases.
  • Coordinate and actively participate in ensuring proper execution of test cases.
  • Collaborate with team and vendor to establish prioritized feature list.
  • Participate in dialog with vendors in discussing current and proposed architecture, defects, enhancements, and other issues.
  • Participate in reviews and discussions of specifications such as user stories and designs and provide feedback concerning completeness, accuracy, and testability.
  • Determine the extent of UAT required for system changes, and whether Payments Canada member involvement is necessary or whether Payments Canada can test on members’ behalf.
  • Oversee internal UAT, and coordinate industry testing, depending on the case.
  • Assist in defining and coordinating the testing activities through documented test strategies and plans, and subsequently supervise the acceptance testing activities conducted by Payments Canada.
  • Perform UAT associated administrative functions, such as organizing and sometimes running meetings/conference calls, developing related agendas, issuing background/draft material, writing meeting summaries, etc. (i.e. the position is responsible for coordinating the work of the Lynx Industry Working Group).
  • Occasional weekend work will be required for external Production Acceptance Tests (PAT) or other maintenance/project verification.

Contacts and Communications

  • Establish and maintain a series of support channels with various product and service vendors.
  • Liaise with member clients in a user support capacity to provide advice and support.
  • Develop and coordinate correspondence to committees.
  • Liaise with member committees that may be involved in the requirements gathering and review process.
  • Develop status reports, memos, and other written communications to committees and internal customers.
  • Communicate with Payments Canada members and user groups to provide information, advice and solutions on Payments Canada business systems issues.

Personal Development

  • The incumbent will spend a minimum of five (5) to 10 days annually on professional development in order to maintain the skills required in the performance of the duties associated with this position; for example: in house training, cross training with peers and/or superiors, self-study, technical reading, external courses and/or seminars.

Technical Competencies

  • Experience in performing business analysis, collecting requirements, and developing solutions.
  • Strong organizational, problem solving, analytical skills and comprehensive unit testing of code.

  • Experience in System Development Life Cycle (SDLC) including the creation and maintenance of technical and user documentation.
