Description NATECH is recruiting for a Systems Engineer to support the FAA National Airspace System Integration Support Contract (NISC IV) program. This is an exciting opportunity for talented individuals to contribute to the transformation of the Nation’s aviation system in which air traffic will move safely, swiftly, efficiently, and seamlessly around the globe. JOB DESCRIPTION: This sub family is responsible for technical planning, system hardware-software-network design, development and integration, verification and validation, and fielding. Evaluates alternatives including cost and risk, supportability and analyses for total systems. Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance. Key Responsibilities Federal Aviation Administration (FAA) and National Airspace System (NAS) related configuration management (CM) policies to ensure appropriate control of NAS system components and elements. Direct and participate in the application of the Federal Aviation Administration (FAA) and National Airspace System (NAS) related configuration management (CM) policies to ensure appropriate control of NAS system components and elements. Provide extensive advice and guidance to the FAA on all aspects of configuration management, including configuration identification, configuration control, and Configuration Status Accounting. Support alignment of configuration items with the NAS Enterprise Architecture (EA). Provide expertise in the application of FAA policy, procedures and standards related to CM. Perform Physical and Functional Configuration Audits (PCA/FCA) and facility audits of FAA systems and facilities and provide detailed reporting on the findings and recommendations. Provide systems engineering support and expert guidance in base lining and controlling changes to the FAA’s NAS critical systems and components. Generate technical briefings for configuration control board (CCB) functions; develops and delivers monthly briefings and metrics to the FAA and management about Task Order status and performance . Serve as a technical lead and principal coordinator for overseeing the CM team and for the overall management of CM activities in support of the FAA. Support the facilities risk management board by identifying, scoring and tracking project risks for terminal facilities investment projects. Recommend risk mitigation strategies and risk acceptance procedures. Provide expertise to the various FAA Acquisition Management System (AMS) processes for power services and facilities programs, including Investment Analysis, Business Case Analysis and In-Service Reviews (ISR). Provide expert advice and guidance to the FAA on all aspects of configuration management, including configuration identification, configuration control, and Configuration Status Accounting (CSA). Ensure alignment of configuration items with the NAS Enterprise Architecture (EA). Deliver systems engineering support for baselining and controlling changes to FAA NAS critical systems and components. Conduct Physical and Functional Configuration Audits (PCA/FCA) and facility audits of FAA systems, delivering detailed reports with findings and recommendations. Act as an alternate point of contact for the ProjectWise database, managing CM architectural and schematic drawings. Provide Subject Matter Expert (SME) support to the Power Systems, Facilities, and Infrastructure (PSF&I) Configuration Control Board (CCB) Secretariat. Evaluate and review CM practices, processes, and data to identify gaps and implement process improvements. Support Service Area representatives with CM SME perspectives. Participate in NAS, Automation, Surveillance, PSF&I, Navigation, and Communications CCB meetings to represent CM interests. Update status reports on all PSF&I Configuration Control Decisions and track items to closure. Providing support for Configuration Control Decision (CCD) action item tracking and by sending reminder notices to all action item offices. Maintain individual Configuration Management activities reports (weekly, monthly). Update team meeting agendas to incorporate new CM activities. Follow up with originators of NAS change proposals to ensure project completion and closure of Configuration Control Decision (CCD) actions. Cover CM tasks for absent team members to ensure continuity. Participate in Service Area workgroup meetings, contributing CM expertise and perspectives. Requirements Required Qualifications: This position requires a Bachelor’s Degree in Electrical Engineering, Mechanical Engineering, or related field of study plus 8+ years of experience. Experience as a Systems Engineer, Configuration Management Specialist, Digital Signal Processing (DSP) Quality Engineer, Configuration Management Engineer, or related occupation. Required experience must include: Configuration management supporting a Federal Agency, or a large organization. Knowledge of Configuration Management Principles and Implementation. Knowledge of industry practices and standards. Experience using Software in support of Configuration Management practices Proficient in the use of all MS Office Suite applications. Considerable communication skills, both verbal and written. Considerable attention to detail. Considerable multi-tasking skills. Considerable organizational skills. Desired Qualifications: Extensive knowledge of FAA policies, procedures, and standards related to configuration management. Proven expertise in configuration identification, control, and status accounting. Experience with systems engineering and managing changes to critical systems. Strong analytical skills for conducting PCA/FCA and facility audits, with the ability to produce detailed reports. Familiarity with ProjectWise or similar databases for managing CM documentation. Excellent communication and collaboration skills to engage with stakeholders and represent CM perspectives in cross-functional meetings. Ability to identify process gaps and implement improvements in CM practices.
