BT-200 – Systems Engineer (Portfolio Analysis & Integration Specialist) Skill Level: Subject Matter Expert Location: Bethesda (fully on-site, no remote option) **MUST HAVE A POLY CLEARANCE TO APPLY. Those without a Poly clearance will not be considered.** Responsibilities Include: Strategic Planning Experience – support the evolution of the sponsor’s strategic direction and priorities Performance Management Experience – ensure the strategy is effectively and efficiently pursued, using best practices and benchmarking in business and mission analytics Enterprise Architecture Experience – have a foundational knowledge of enterprise architecture related to technical collection, and be able to communicate its relationship to the overall Intelligence Community (IC) portfolio Keep abreast of the IC Portfolio of Technical Investments-related strategies, business goals, objectives, performance targets, and associated technical collection enterprise architecture Make recommendations to aid sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, capability and performance gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues Make recommendations to keep strategy, performance, and architecture aligned accordingly Function as a liaison and lead discussion with IC program managers, DoD partners, and private sector companies on program capabilities and services delivery and requirements concerns Assist government clients with programmatic goals and objectives, schedules, and reports to the senior-level executives Communicate technical topics in a non-technical manner to senior-level audiences Basic Qualifications: Requires BS degree and 12 – 15 years of prior relevant experience or master's degree with 10 – 13 years of prior relevant experience. May possess a Doctorate in a technical domain Draft products that reflect strong writing and grammatical skills Expert knowledge of Artificial Intelligence Expert knowledge of Data integration complexities Strong analytical competence, problem-solving, communication and organizational skills Provide appropriate audience-written and verbal communications and demonstrate strong interpersonal and customer service skills Work with seniors in a diverse, fast-paced, multi-task environment managing competing priorities Produce deliverables in multiple formats as needed (e.g., Excel, Word, PowerPoint, Acrobat, etc.) Ability to support the architecture and design of AI Strategy, Implementation plans and policies Desired Qualifications: Technical degree in Engineering or Science, practical not theoretical Broad experience with the IC and touch points to DoD AI certification
