Description The Tactical Diving Instructor Support position is a key personnel role providing subject-matter expertise in the instruction, maintenance, and management of MK-16 and MK-25 Underwater Breathing Apparatus (UBA) systems at the Naval Diving and Salvage Training Center. This position performs periodic Work Center maintenance on approximately 70 MK-16 and MK-25 UBAs using the Navy Material Maintenance Management (3-M) Software Scheduling Program and qualifies as an instructor to teach non-high-risk portions of classroom and laboratory phases, including pre-dive setup procedures, post-dive maintenance, Re-entry Control and Failure Analysis Report requirements, and administrative documentation. The Tactical Diving Instructor operates fixed compressed-gas systems to fill bottles with air, nitrogen, oxygen, and helium; performs system maintenance and repairs; and maintains the command's rebreather parts, supplies, and tools inventory. This role supports the Center for Explosive Ordnance Disposal and Diving's mission to train approximately 1,200 Navy Divers annually in critical tactical diving operations, with travel authorized to maintain program continuity between CEODD Learning Sites and Operational Diving Units. RESPONSIBILITIES Perform periodic Work Center maintenance on approximately 70 MK-16 and MK-25 Underwater Breathing Apparatus (UBA) systems using the 3-M Software Scheduling Program Qualify as an instructor to teach non-high-risk portions of classroom and lab phases of MK-16 and MK-25 training, including pre-dive setup procedures, post-dive maintenance, Re-entry Control and Failure Analysis Report requirements, and administrative documentation requirements for individual UBA Rig Jackets Complete all instructional qualification requirements, including command and course indoctrination, demonstration of familiarization with lab, equipment, and safety procedures, personalization of instructor guides, completion of knowledge and performance tests (85% minimum score), auditing specific lesson topics, and CPR certification Perform all classroom/laboratory administration, curriculum maintenance, safety of students, testing, grading, evaluation, remediation, and student administration responsibilities Use fixed compressed gas systems to fill MK-16 and MK-25 bottles with air, nitrogen, oxygen, and helium; perform maintenance and repairs on systems and coordinate deliveries of gases to refill or replace micro-bulk storage tanks Maintain the command's MK-16 and MK-25 parts, supplies, and tools; conduct periodic inventories; use standard Naval Supply System, Federal, and commercial supply chain processes to prepare and submit requisition orders for replenishment and replacement Store, break out, and dispose of hazardous materials in accordance with Occupational Safety and Health Administration and Navy instructions Draft and submit annual operating budget to the Division Officer; periodically review and update lesson plans, course documents, and curriculum Attend conferences, workshops, and training related to the rebreather programs of record as directed by the Contracting Officer's Representative Requirements 3+ years U.S. Navy First Class Diver, Master EOD Technician, or U.S. Marine Corps Combatant Diver experience 3+ years in the last five years of MK-16 or MK-25 Underwater Breathing Apparatus (UBA) diving operations experience Graduated from the Navy's Instructor Training (IT) Course before performing instructor duties (if not a graduate of formal military IT course, the Contractor shall provide training similar in scope to Navy's IT course CIN A-012-0077) Complete NDSTC's MK 16 Advanced Troubleshooting and Maintenance course within 60 days of reporting to the command Qualify as Navy Material Maintenance Management (3-M) 301 Maintenance Person and 302 Repair Parts/Supply Petty Officer within 30 days of reporting to the command, and 303 Work Center Supervisor within 90 days of reporting to the command Complete NDSTC's Re-entry Control Supervisor, Oxygen Clean System Worker, and Basic Diving Systems qualifications within 60 days of reporting to the command Complete NDSTC's Fixed, Compressed Gas Systems qualification and certification within 60 days of receipt of contract U.S. citizen
