JOB SUMMARY

Under the general supervision of the Director of Human Resources (DHR), The Talent Acquisition Specialist (TAS) is responsible for the full-cycle recruitment process - sourcing, attracting, interviewing, hiring and onboarding employees, all while factoring in the long-term goals of the Agency. They must promote the Agency’s brand through recruitment initiatives and events. He/she will participate in the interview process and assist new hires with completing paperwork and required documentation. This role is essential to building a high-performing workforce and ensuring a positive candidate experience. Additionally, the recruiter provides backup payroll support during absences or peak periods. Regular travel to all of HONOR’s locations throughout Orange, Sullivan and Dutchess Counties is required to support on-site hiring needs, including interviews, onboarding, job fairs, and collaboration with local management.

  • Associate or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • Minimum of 2 years in recruiting or human resources; experience with payroll support is a plus.
  • Excellent interpersonal and written communication skills.
  • Strong organizational skills and ability to manage multiple priorities.
  • High attention to detail and accuracy.
  • Proficiency in Microsoft Office; familiarity with HRIS/ATS systems (e.g., ADP, Paychex).
  • Ability to handle confidential information with discretion.
  • Basic understanding of payroll, wage and hour laws, and timekeeping systems.
  • Willingness and ability to travel regularly to all HONOR locations.
  • Valid NYS Driver’s License
Responsibilities
  • Coordinates with hiring managers to identify staffing needs.
  • Develops, posts, and manages job advertisements across multiple platforms (e.g., Indeed, job boards, social media).
  • Completes internal open job postings weekly and ensures distribution across all Agency programs.
  • Sources potential candidates through online channels (e.g. Indeed, social platforms and professional networks.)
  • Screens applications and conducts initial interviews to assess candidate qualifications and fit.
  • Coordinates interviews and communication between candidates and hiring managers.
  • Maintains applicant tracking system (ATS) records and ensure recruitment compliance with employment laws.
  • Participates in and supports job fairs and on-site recruitment events.
  • Prepares offer-letters, coordinates background checks, and organizes onboarding materials.
  • Ensures proper onboarding for new hires and the necessary paperwork is completed promptly and accurately.
  • Processes new hire paperwork, employee changes (promotions, transfers, terminations), and required HR documentation.
  • Conducts background and State Central Register checks and maintains related databases.
  • Develops and implements effective sourcing strategies to attract diverse, qualified applicants.
  • Maintains personnel files in accordance with legal and policy requirements.
  • Responds to HR-related inquiries from staff and applicants.
  1. Assists with HR projects and policy rollouts as needed.
  • Serves as backup to the HR Assistant for bi-weekly payroll processing.
  • Assists with reviewing timecards, entering payroll data, and updating employee pay-related changes.
  • Supports payroll accuracy and timeliness during staff absences or peak processing times.
  • Collaborates with the HR Assistant and Finance team to resolve discrepancies.
  • Maintains confidentiality of payroll and personnel information.
