JOB TITLE: TALENT ACQUISITION SPECIALISTPosition OverviewResponsible for managing the end-to-end recruitment lifecycle for Hafeet Rail, from sourcing and attractingqualified candidates through to offer and onboarding. This role plays a key part in meeting workforce readinesstargets, supporting Emiratization and Omanization objectives, and ensuring a positive, efficient, and compliantrecruitment experience for hiring managers and candidates alike. The Talent Acquisition Specialist will work closelywith the Head of Human Resources and hiring managers across the business to build and maintain a strong talentpipeline.Roles and ResponsibilityManage the end-to-end recruitment lifecycle, from job requisition and approval through to offer,onboarding, and induction.Partner with hiring managers across Hafeet Rail to understand workforce requirements and translatethem into effective sourcing strategies.Source candidates through multiple channels, including LinkedIn, job boards, recruitment agencies,employee referrals, and career fairs.Conduct initial screening interviews and coordinate technical and panel interviews with hiringmanagers.Manage the candidate pipeline and maintain accurate, up-to-date records in the Oracle recruitmentsystem.Prepare and extend offers of employment, negotiating terms within approved salary bands and gradingstructure.Support Emiratization and Omanization recruitment targets, and track and report progress againstnational workforce objectives.Build and maintain relationships with recruitment agencies, universities, and relevant governmententities to strengthen the talent pipeline.Ensure full compliance with UAE /Oman Labour Law and Hafeet Rail HR Policy throughout therecruitment process.Coordinate pre-employment formalities, including reference checks, medical fitness, and visa processingin coordination with the PRO team.Prepare recruitment reports and metrics for management, including time-to-hire, cost-per-hire, andsource effectiveness.Support employer branding initiatives, including participation in career fairs and university engagementactivities.Maintain and update job descriptions in coordination with hiring managers and the wider HR team.Coordinate onboarding logistics for new joiners, including equipment, system access, and inductionscheduling.Desirable qualifications, skills and experienceAcademic Qualifications:H0000-HHR-JD-00018Bachelor's degree in Human Resources, Business Administration, or a related field.Professional Qualifications:Knowledge and understanding of UAE / Oman Labour Law.CIPD or equivalent professional HR certification is preferred.High level of affinity to and experience with recruitment/HRMS platforms, ideally also with Oracle.Experience:No less than 3–5 years' proven experience in talent acquisition or recruitment, ideally withininfrastructure, rail, aviation, or a similar large-scale project environment.Demonstrated experience managing full-cycle recruitment, from sourcing through to offer andonboarding.Other Skills:Strong sourcing, networking, and candidate assessment skills.Ability to work independently and manage multiple requisitions simultaneously.Strong attention to detail and commitment to producing accurate and high-quality work.Customer oriented, approachable and strong interpersonal skills.Excellent organization, time management and problem-solving skills.Excellent MS Office skills in particular Excel (advanced).Excellent written and verbal communication skills.Ability to speak and write in English is required.Ability to speak and write in Arabic is preferred.Other ResponsibilitiesNOTE: This job description is not intended to be all-inclusive.
