Company Description Agreements were signed by TotalEnergies in Iraq to enhance the development of the country’s natural resources. The GGIP project, located in the Basra region, a 5-in-1 project: • The Associated Gas Upstream Project Phase 1: Enhance Ratawi oil field production thanks to infrastructures upgrade and new export pipeline (AGUP1), in addition to a gas export and process facilities (AG25). • The Associated Gas Upstream Project Phase 2: Enhance Ratawi oil field production to 210 kbpd with a new CPF and additional development wells (AGUP2). • The Gas Midstream Project - GMP: Valorize the gas from Ratawi, Majoon and Al Qurna West-2 (Phase I) oil fields. • The Common Seawater Supply Project - CSSP: Major water-injection project that will help the long-term production of several fields of South Iraq. TotalEnergies will only be involved into the seawater treatment plant building. • The Solar Power Plant - SPP: major solar project (PV plant with a 1250 GW DC) which will allow to produce power (1000 GW AC) to be injected into the grid. AGUP Phase 2 is the major full field development. It involves drilling around 221 wells, feeding a new built CPF, at TotalEnergies standards, with a capacity of 210 kbopd. Oil will flow respectively at 60 to 80 kbopd from Yamama (~100 MMscfd) and 150 to 130 kbopd from LP reservoirs (~30 MMscfd). AGUP2 project will be developed with the objective to maximize economical results, with a particular focus on the CAPEX, while maintaining the technical quality of the installations, with high H3SE requirements and focus. The project development include several interfaces with other projects (mainly AGUP ph1, GMP and CSSP) which shall be managed in an optimized and agile manner. The country context is complex due to several factors and risks to be mitigated all along the project. Particular attention will be paid to the safety culture enhancement and to the local content that will be a key factor for the project success. Job Description Missions: The main missions of the Job Holder are as follows: • Contribute to the implementation of the CPY H2SE Management System at the CPF2 site. Contribute to ensuring that CPF2 site is a safe and healthy workplace for all Company (CPY) CPF2 Site Team members and Contractor (CTR) personnels, • Ensure strict compliance to HSE requirements, including Environmental/Biodiversity and Social Performance matters given the specific context of the GGIP Projects, • Implement the supervision and control of construction activities regarding the HSE aspects, as directed by the CPF2 H2SE Superintendent and in compliance with the CPY H2SE Management System. The ultimate goal being that potential risks that could harm or impede activities at the CPF2 site are well identified and that relevant mitigation plans developed to minimize these potential risks are correctly implemented, • Participate to CTR’s JRAs reviews and ensure that these JRAs are duly implemented, • Participate to Incident Investigation and Reporting related to CPF2 site activities as directed by the H2SE Superintendent. Assist and participate to risk, operational safety and emergency preparedness reviews and analysis, • Act as an example in all HSE aspects concerned by the AGUP-2 activities in the CPF2 Site area (including surrounding community’s areas). • Ensure the follow up of the ESHIA and Actions from Iraq Ministry of Environment. • Advise the CONTRACTORS concerning environmental requirements and industry best practices • Prepare Environmental monthly report. • Provide guidance on environmental aspect to CPY team on site • Participate in Hygiene inspections with CTR onsite and ensure follow-up closure of related action plans. • The main activities of the Job Holder are as follows: • Assist the CPF-2 H2SE Superintendent to ensure compliance with the HSE objectives throughout the Construction phase up to Commissioning and Start-Up phases, • Provide the CPF2 H2SE Superintendent with regular H2SE HSE reporting/information, including environmental and status of ESHIA. • Adopt and demonstrate exemplary behaviour regarding HSE rules implementation, • Report all situations contravening to the Drug and Alcohol policy in force at the CPF2 site, • Maintain good relationships with Contractors, be flexible enough where relevant but also enforce rigorously HSE procedures when required. Liaise with/submit to CPF2 H2SE Superintendent for any acceptable HSE deviations/optimizations, • Provide HSE inputs including related to waste management, GHG emission, species impact observed to weekly and monthly reports. Appraise the CPF2 H2SE Superintendent of relevant issues and seek guidance where necessary, • Participate as required in the setup of the Project Safety Culture. Support its implementation at the CPF2 site, • Assist in promoting awareness and practices by training, advertising, encouraging, collecting and updating safety statistics and presenting safety feedbacks bulletins, etc, • Monitor the application of H2SE guidelines, procedures and practices in the day-to-day construction activities. Ensure that all operational activities, routine and non-routine, are prepared and performed with the required level of risks analysis and mitigation with qualified and well trained personnel, • Support the CPF2 H2SE Superintendent in organizing regular emergency drills with the CTRs, • Act as a CPY Site Emergency Team member, as directed by the CPF2 H2SE Superintendent, • Support the CPF2 H2SE Superintendent in HSE audits (from assessment to follow-up and monitoring/implementation of agreed recommendations), • Support the CPF2 H2SE Superintendent in HSE incidents investigation and follow-up, • Adopt and demonstrate exemplary behaviour with regard to Ethics and Project “code of conduct” policy, • Observe and impose strict confidentiality in the performance of his duties, all along the course of the Project, • Perform his duties in strict compliance with the CPF2 Site Camp rules, • Carry out any other duties or tasks that may be required by the position. ACCOUNTABILITIES Ensure that the H2SE Company Policies, rules, guidelines and procedure are enforced at Site, • Ensure that construction activities under his area of supervision are performed safely, without any LTI nor Recordable Incident, • Provide continuous, reliable and relevant reporting to the upper management, • Be continuously aware of what information and decision have respectively to be shared with or approved by the upper management, • Provide continuous, reliable and relevant reporting to the upper management, • Be exemplary when it comes to H2SE, engagement with Stakeholders and ethics matters. Qualifications Professional experience: • Degree: Bachelor’s degree in engineering or construction field and completed with a field/construction safety or environment specialty, • Minimum 10 to 15 years of experience in Oil & Gas Industry with similar large-scale onshore Greenfield and brownfield projects with a very good knowledge of TotalEnergies General Specifications, rules, procedures and International Codes and Standards, • Thorough understanding of onshore O&G plant construction methods (technical aspects and related safety risks), • Previous operational experience with similar stringency of Environmental & Social requirements and complexity, • Significant experiences in risk assessment techniques (Hazop, Hazan, Fault Tree, What if, etc...), • Good knowledge in safety & environmental matters, e.g. TotalEnergies rules, O&G industry practices, etc, • Ability to determine the potential worst-case scenarios to assess the realistic level of risk. Identify appropriate controls and risk reducing measures, Behavioral competencies: • Ability to embrace and closely monitor Environmental, Health & Safety requirements as critical aspects of the Project Site execution, • Team player with ability to work collaboratively across complex project teams and interface between interdisciplinary departments, • Demonstrate sound organization ability and work in a multi-cultural/international business environment, • Good interpersonal and communication skills, • Dedication and ability to work under pressing conditions. Fluent in English (min. Bright Test >3.5), Arabic may be considered a plus.
