Company Description The South Gas Company (SGC), a governmental sector company part of the Iraqi Ministry of Oil companies, has been tasked in developing a Gas Hub in Southern Iraq Basra province. The objective is to valorize currently flared associated gas from regional oil fields by gathering and transporting this gas to a new gas processing plant (GPP). This development is called Gas Midstream Project (GMP) and is part of GGIP (Gas Growth Integrated Project) DPC (Development & Production Contract), which has been signed between the Iraqi authorities represented by BOC & SGC and a Contractor JV composed of TotalEnergies (WI 45% Operator), BOC (WI 30%) and Qatar Energy (WI 25%). The execution of the project has been delegated to the Contractor JV under SGC supervision as representative of the Iraqi authorities. The Gas Midstream Project (GMP) scope includes: 1. A Gas gathering system: a. Import raw gas pipelines from upstream gas compression stations i.e. Majnoon, WQ2, Ratawi, b. Export Production pipelines (dry gas, LPG & Condensate) and raw water import pipelines. 2. A Gas processing Plant (GPP) facility located in Ratawi, that will process RAW GAS to produce: a. DRY GAS (C1 & C2), b. LPG (C3 & C4), c. CONDENSATES (C5+) 3. Condensate storage and export facilities (off-loading jetty) located in Umm Qasr. The immediate development plan is to design and install a first gas processing train of 300 MMSCFD as part of Phase 1 of GMP. However, the process plant, the layout, the ICSS, the power plant, etc of the GPP shall be developed in a way that is expandable for a second gas processing train of same capacity. Job Description Act as technical advisor of handling and lifting operations on both the construction engineering phase and the construction at site. Advise and assist the CPF2 Site Management in the planning, management, and control of lifting operation, Implement the supervision and control of lifting activities (technically and safety wise). The ultimate goal being that potential technical and safety risks that could harm or impede activities at the CPF2 site are well identified and that relevant mitigation plans developed to minimize these potential risks are correctly implemented Participate to reviews of CTR’s JRAs related to lifting activities and ensure that these JRAs are duly implemented, Participate to Incident Investigation and Reporting related to CPF2 site activities as directed by the H2SE Superintendent. Assist and participate to risk, operational safety and emergency preparedness reviews and analysis, Adopt and demonstrate exemplary behaviour with regard to HSE rules implementation, Maintain good relationships with Contractors, be flexible enough where relevant but also enforce rigorously lifting rules/procedures when required. Liaise with/submit to CPF2 Site Construction Superintendent and Site H2SE Superintendent for any acceptable deviations/optimizations, Assist in promoting awareness and practices by training, advertising, encouraging, collecting and updating safety statistics and presenting safety feedbacks bulletins, etc, Perform regular checks of the affiliate rules and instructions for lifting and handling, ensuring suitability with actual working conditions Review, comment and advise on all contractor lifting related documentation, method statements and risk assessments, Perform condition checks and fitness for purpose on lifting appliances/accessories, CCUs (Cargo Carrying Unit) and evaluate their utilization on site, Liaise with Affiliate’s APLO for assistance from where required, Review engineering calculation and selection of equipment for complex/complicated lifts. Review the generic lifting plans on a regular basis, Assess personnel competencies to carry out lifting operations within project perimeter, Ensure that the reporting and analysis of lifting/Handling incidents is performed as required. Perform the Lifting High Potential Incidents analysis and ensure action plans are implemented, Act as an example in all HSE aspects concerned by the AGUP-2 activities in the CPF2 Site area (including surrounding communities areas). Ensure lifting risks are properly evaluated and controlled by the CPF2 Site Contractors, Maintain systematic and methodological approach to Lifting Operations, assist to CPF2 Site Management with an established and reliable system of documentation, processes and Contractors personnel competency assessment, Provide continuous, reliable and relevant reporting to the upper management, Be continuously aware of what information and decision have respectively to be shared with or approved by the upper management, Provide continuous, reliable and relevant reporting to the upper management, Be exemplary when it comes to HSE, engagement with Stakeholders and ethics matters. Qualifications Degree : Professional Lifting qualification at Diploma / Degree level minimum, e.g. LEEA (The Lifting Equipment Engineers Association) / EAL / OPITO / CPA diploma/Certificate), Minimum 10 years working experience including previous experience in Lifting Supervisory role (Min 5 years) in highly hazardous industry, i.e., Construction, Oil & Gas with similar large-scale onshore Greenfield and brownfield project with a very good knowledge of TotalEnergies General Specifications, rules, procedures and International Codes and Standards, Good knowledge of Lifting legislation and international standards (BS, LOLER, etc.), including IOGP standards, onshore plant standards, ISO and Company referential framework (Rules, Specifications, Guides), Ability to Supervise of critical lift, to plan of critical and non-critical lifts. Experience in training and coaching is preferred Thorough understanding of onshore O&G plant construction methods (technical aspects and related safety risks), Previous operational experience with similar stringency of Envionmental&Social requirements and complexity, Significant experiences in risk assessment techniques (Hazop, Hazan, Fault Tree, What if, etc...), Ability to determine the potential worst case scenarios in order to assess the realistic level of risk.
