JOB DESCRIPTION

Jefferson is seeking a Task Lead – IT Acquisition Specialist/Consultant to support the National Information Technology Operations and Application Development (NITOAD) branch within the Defender Services Office (DSO), the Administrative Office of the United States Courts (AOUSC). This position requires experience with the acquisition of telecommunications services such as 1) managed virtual private networking; 2) unified communications; 3) internet protocol, 4) data center co-location hosting; 5) ethernet transport; 6) analog voice; 7) toll-free; and 8) managed software defined network.
This role will be remote (8:00 AM – 5:00 PM CT, Monday–Friday, excluding Federal holidays).
The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

REQUIRED QUALIFICATIONS:

  • At least ten (10) years of experience leading a team of information technology specialists/consultants supporting the federal government.
  • Familiarity with federal acquisition related functions to develop and process IT-focused requirements packages.
  • Experience developing procurement packages and providing contract administration support telecommunications contracts consisting of these services: Managed virtual private networking service; Unified Communications Services; Internet Protocol Services; Data Center co-location hosting services; Ethernet Transport Services; Analog Voice Services; Toll-Free Services; Managed Software-Defined Network Services

PREFERRED QUALIFICATIONS:

  • Project Management Professional (PMP) Certification.
  • Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) with IT Core-Plus Specialization.
  • Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level II or III.
Responsibilities
  • Serve as the primary point of contact for all work products.
  • Manage all deliverables under the contract, such as Meeting agendas/notes; Milestone Schedules; Monthly Status Report (MSR); etc.
  • Lead a team of information technology specialists/consultants supporting the federal government within program offices in performing federal acquisition related functions to develop and process IT-focused requirements packages.
  • Gathering requirements from technical offices, program managers, and Contracting Officer’s Representatives (CORs).
  • Draft and support technical offices in development procurement packages, including SOW/PWS/SOO, QASP, Market Research Reports, IGCEs, acquisition strategy documents, and sole-source justification documents.
  • Define performance standards.
  • Coordinate with Contracting Officers to finalize procurement documents for solicitation.
  • Draft post-award documentation.
  • Support tracking of post-award financials and performance.
  • Partner with CORs and Contracting Officers to address needs and challenges.
  • Develop and maintain a catalog of services.
  • Provide a wide variety of support to CORs.
