Position Summary Works under general supervision to be responsible for the collection of delinquent taxes. Pay Grade: 48 Salary Commensurate with Experience and Education Minimum Qualifications * Five (5) years of experience in telephone or in-person collection of delinquent revenues, including, but not limited to, tax collections or similar experiences; AND * High school diploma or possess a GED; OR * An equivalent combination of related education and/or experience. * PROOF OF EDUCATION, TRAINING, OR EXPERIENCE REQUIRED.    Duties and Responsibilities * Collects real estate, personal property, and PILOT taxes, as well as related fees. * Develop and implement taxpayer payment plans consistent with Trustee policies. * Performs research, including skip tracing, to identify property owners. * Documents research and taxpayer contacts. * Prepares requisite forms to reconcile taxpayer payment adjustments. * Utilizes Microsoft Office software, including Word, Excel, and Access, to generate reports. * Conducts testing of new software releases related to payment/collection activities. * Performs tax-related problem resolution. * Performs other duties as required or directed.   KSAs * General knowledge and use of computers. * Proficient knowledge of software packages, including Microsoft Office Word, Excel, and Access. * Ability to initiate outgoing collection calls to encourage payment of taxes. * Ability to quickly analyze taxpayer’s financial means to pay and to negotiate payment arrangements if needed. * Ability to meet requisite collection goals as assigned by the Supervisor. * Ability to use skip-trace tools such as CLEAR to locate and contact delinquent taxpayers. * Ability to prioritize workflow and comply with internal controls to meet daily deadlines. * Ability to produce complete and accurate work within a set timeframe with little supervision. * Ability to work closely with the Assessor's Office, Registers Office, and various other County departments in the research and understanding of tax-related issues. * Ability to convey tax information to the public with tact, understanding, and courtesy.   Disclaimer This position is subject to a background check for any convictions that have a substantial relationship to potential job duties. Shelby County Resident Disclaimer   All employees hired after September 1, 1986, must be residents of Shelby County and shall continue to reside in the County as a condition of their employment.  The residency requirement shall not apply to certain public safety/civil service employees.  This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department.  The residency exemption for public safety/civil service employees does not include Appointed positions with the Sheriff’s Office, Division of Corrections, or the Fire Department.
