EDUCATION & EXPERIENCE QUALIFICATIONS

A bachelor’s degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field, plus six years of full-time experience in environmental activities.
One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.
OR
A master’s degree from an accredited college or university in the degrees listed above, or related fields plus five years of the required experience.
OR
A doctorate degree from an accredited college or university in engineering, science, environmental science, or related fields plus four years of the required experience.
OR
Two years of full-time experience as a Natural Resources Specialist IV at the TCEQ.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Responsibilities
  • Assist with the oversight and coordination of the State of Texas Water Quality Management Plan (WQMP) and associated technical projects for the Water Quality Division (WQD) of the Texas Commission on Environmental Quality (TCEQ).
  • Work as the Admin Lead of the Water Quality Homeland Security Program with Homeland security agency staff on databases, reports, and program implementation. Maintains the Homeland Security proxy email box and voicemail. Attend meetings, deliver presentations, and lead trainings. Ensure proper use of and data entry into the federal Environmental Protection Agency (EPA) Response Manager database. Maintain and perform the quarterly update of the critical infrastructure list (CIL) for the Water Quality Homeland Security Program.
  • Plan, develop and coordinate the WQMP quarterly updates. Lead coordination efforts across TCEQ program areas. Facilitate the reviews of both internal management and EPA. Assist TCEQ Legal with responding to public comments received and work with WQIT staff to ensure that the agency’s public WQMP website is routinely updated. Prepare and submit quarterly Legislative Budget Board (LBB) Performance measures and Automated Budget and Evaluation System of Texas (ABEST) certifications for the WQMP updates.
  • Develop and maintain recordkeeping and PIR procedures the WQD Records Liaison. Coordinate with the Central File Room and other program areas to ensure consistency in record series coding.
  • Lead planning efforts and facilitate communication/educational outreach as the External Outreach Coordinator, with the general public and regulated community at conferences and relevant organizational meetings. Oversee and develop presentations, charts, and graphics to support staff in the implementation of wastewater permit regulations.
  • Oversee division contracts, including developing contract language, providing oversight to contracting entities, and ensuring deliverables and budgets are managed in accordance with agency procedures. Oversee development of work plan and budget, task completion and annual report preparation for the division’s Section 106 Categorical Grant.
