WHO WE’RE LOOKING FOR

The Texas Commission on Law Enforcement (TCOLE) is seeking a Compliance Analyst III to join the Enforcement Division located at 6330 E HWY 290, Suite 200, Austin, TX.
The Compliance Analyst III performs highly complex (senior-level) compliance analysis work. They will conduct complex investigative and compliance work related to peace officer licensing, training programs, and law enforcement agency regulations, including data analysis, audits, field inspections, and enforcement support. They will work under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The salary range is $61,184 - $80,421. The Job Class for this position is 1402 and salary group is B23.

REQUIRED EDUCATION AND EXPERIENCE:

  • Graduation from an accredited four-year college or university with major coursework in business administration, public administration, accounting, finance, statistical analysis, research methodology, criminology or a related field.
  • At least three (3) years of experience in compliance analysis or monitoring, auditing, regulatory oversight, data analysis, or records review in any regulated industry or government environment.
  • Education and experience may be substituted for each other on a year-for-year basis.
  • Must be able to obtain and maintain TCIC/TLETS certification.

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

  • Knowledge of compliance analysis principles, audit procedures, and regulatory enforcement processes.
  • Understanding of statistical concepts, data analysis methods, and sampling techniques for analyzing large data sets.
  • Skill in researching, interpreting, and applying complex statutes, administrative rules, and regulatory policies.
  • Strong written and verbal communication skills with ability to prepare professional quality reports, correspondence, and technical documentation.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams), case management systems, and database management applications.
  • Strong analytical skills with ability to review large volumes of data, identify compliance issues and violations, and detect trends.
  • Capability to work independently with minimal supervision, prioritize multiple tasks under time constraints, and make sound decisions within established guidelines.
  • Ability to establish and maintain effective working relationships with diverse stakeholders and work cooperatively in a team environment.
  • Attention to detail and accuracy in reviewing documentation, analyzing data, and maintaining confidential records.

PREFERRED EDUCATION AND EXPERIENCE

  • Experience working within or alongside law enforcement agencies, regulatory bodies, or criminal justice organizations.
  • Experience conducting compliance reviews, internal audits, or enforcement investigations in a law enforcement or public safety environment.
  • Familiarity with peace officer licensing, training standards, or law enforcement regulatory systems.
  • Experience in administrative or criminal investigations, legal analysis, or policy development
  • Experience in Texas state government, regulatory agencies, or law enforcement administration.

PREFERRED SKILLS, KNOWLEDGE, AND ABILITIES:

  • Knowledge of Texas Occupations Code Chapter 1701, TCOLE administrative rules, and law enforcement licensing and training standards.
  • Experience with peace officer licensing databases, TCOLE tracking systems, and law enforcement records management systems.
  • Understanding of law enforcement organizational structure, operations, disciplinary processes, and regulatory compliance requirements.
  • Knowledge of due process requirements, evidentiary standards, and administrative law principles in law enforcement context.
  • Experience providing training or technical assistance to law enforcement personnel, agencies, or regulatory stakeholders
  • Proficiency with Business Objects, advanced Excel functions, Access databases, and specialized law enforcement software systems.
