QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor’s degree with major coursework in Computer Science, Data Science, Business Administration, or a related field.
Six (6) years of recent work experience in IT as a Systems Administrator, Developer, Analyst, Database Administrator or Applications Administrator.
Six (6) years work experience as a director overseeing IT personnel.
Five (5) years of State of Texas work experience managing operating budgets.
Work experience and/or certifications in Information Technology Infrastructure Library (ITIL).

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of local, state, and federal laws and regulations relevant to IT program activities and/or business functions; and the principles and practices of public administration and management.
Skill in establishing plans and setting objectives and goals that support an overall business strategy, and excellent organizational skills.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer. May require extended working hours, some evenings, and weekends, as needed. May involve travel (up to 10% of the work period), occasionally overnight.

Responsibilities

WHAT YOU’LL DO

The Director of Information Technology (IT) Operations will direct and oversee the operations and daily activities of the IT Division’s Operations section. This position will perform advanced managerial work to ensure activities align with the business objectives of the agency; be responsible for the planning, organizing and execution of IT functions including directing IT functions related to helpdesk, infrastructure, and operations. You will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Direct the IT operations section, including personnel management functions, budgeting for, and controlling expenses, performance appraisals, timesheet approval and ensuring compliance with agency policies and procedures, including development of techniques to evaluate the section for efficiency and productivity.
Identify areas needing improvement in IT processes and procedures and work with staff to establish performance or development goals and identify training needs.
Develop, implement, and monitor day-to-day operational systems and processes to provide visibility into the goals, progress, and obstacles of key initiatives.
Foster an innovative and customer-focused support organization. Build, lead, and manage teams to ensure that customers’ expectations are met.
Assist the Chief Information Officer in drafting division goals and objectives, including contributing to the division’s strategic plan; establishing, developing, and approving schedules, priorities and standards for achieving goals; performing ongoing planning functions to meet performance targets and improving Customer Service operations while following division and agency policies and procedures.
Serve as point of contact with vendors and agency staff in the processing of related Requests for Proposals (RFPs), bids, contracts, agreements, and other major vendor interactions.
Coordinate with the Information Security Officer (ISO) to ensure compliance with state and federal security guidelines (TAC 202 & NIST), as well as security related audit activities and resolutions.
Manage projects from pre-inception to implementation, including new policies and procedures to ensure program efficiency and effectiveness; participate in and provide leadership for special division projects and guide business process improvement.
Follow all TDA policies and procedures.
Perform other duties as assigned.
