Commencement: March 2026 Duration: Short term role (40 input days – between 1 March 2026 and 30 December 2026) Remote desk-based with in-country input in Port Moresby, PNG Open to all applicants About the Program Help shape the future of primary teaching in Papua New Guinea. The Partnerships for Improving Education (PIE) Program works at both national and subnational levels across Central, Enga and Sandaun Provinces, and the Autonomous Region of Bougainville, supporting system-level reforms that help children access, stay in, and thrive in early grade education. At the heart of this work is a nationally accredited Diploma in Teaching Primary (In-Service); a qualification that enables PNG elementary teachers to upgrade from certificate to diploma level, unlocking pathways to teach early grades in primary schools. The Diploma directly supports PNG’s 1:6:6 education reform and the National Education Plan 2020–2029, and contributes to PIE’s Outcome 2: strengthening sustainable, replicable approaches to improve teaching and learning quality in the early grades. Co-designed by Australian and PNG academics, the Diploma is currently being delivered to a pilot cohort of nearly 700 elementary teachers across five provinces. The program runs part-time over two years and uses a blended delivery model combining: 50 hours of face-to-face learning 100 hours of guided self-directed study Paper-based and emerging digital resources Alongside teacher delivery, PIE is investing in capacity building for PNG Higher Education Institutions (HEIs) to ensure long-term, locally led delivery at scale. About the opportunity We’re looking for a Strategic Adviser – Teacher Upgrade to bring high-level academic leadership, fresh thinking, and practical guidance to this flagship initiative. In this role, you’ll work closely with PIE’s locally engaged Teacher Upgrade Specialist, providing targeted strategic advice, collaborative quality assurance, and strong knowledge of learning design to ensure the Diploma content and delivery approach is tested, fit for purpose, culturally grounded, inclusive, and aligned with PNG teaching standards. What You’ll Do Provide strategic academic guidance on the review and refinement of Diploma units, assessments, and delivery approaches Contribute technical expertise on teaching and learning for both early grade students and adult learners Support innovative lecturer development approaches, including Communities of Practice and Teacher Learning Circles. Advise on the iterative design of teaching and learning resources, including adaptation for tablet-based use Ensure all program inputs align with gender equality, disability inclusion, and child protection commitments Help strengthen Institutional readiness for sustainable, high-quality delivery beyond the pilot phase About You Key Selection Criteria Qualifications Postgraduate tertiary qualification(s) in education Demonstrated solid understanding of, and at least five years’ professional experience in, the field of quality teacher training and professional development, primary school education in low resource contexts. Extensive knowledge of adult learning and assessment approaches included blended learning approaches comprising face-to-face and self-directed learning Strong knowledge of adapting paper based resources for accessibility in online environments and online approaches to teaching and learning. Extensive experience in designing, delivering and evaluating teaching and learning resources for primary grade teaching and professional development activities for higher education lecturers. Able to establish and maintain effective working relationships and meet the demands of a variety of stakeholders, including experience working across cultures and as part of a diverse team. Demonstrated ability to integrate and promote principles of gender equity and social inclusion in all aspects of this role including in activity design, implementation, and evaluation. Professional experience working in Melanesia and demonstrated understanding of Papua New Guinean basic education system and curriculum. A critical thinker with a continuous learning mindset and attention to detail. An eagerness to contribute to and facilitate transformational change in quality primary teaching.
