Overview CTP is a privately held small business based in Herndon, VA. We provide program management services for government and private clients and deliver technical assistance programs in over 80 countries around the world. CTP provides specific solutions or full lifecycle support, including course and curriculum design, expert instruction, logistics support, monitoring & evaluations, knowledge management, strategic planning, program management, and staffing services. Responsibilities Position Summary: CTP is seeking a full-time Team Leader to support the DOS Bureau of Political-Military Affairs' Office of Security Assistance's capacity to provide effective program management, design, monitoring and oversight of security assistance. The PM Bureau’s need to provide consistent oversight of U.S. security assistance programs is vital. In a context of scarce resources, the need to demonstrate clear alignment with U.S. Foreign policy through effective program management is paramount. The Office is composed of multiple regional teams and a dedicated Global Strategy and Oversight (team) that leads on policy, knowledge management and resource management. PM/SA staff includes Foreign Service Officers (FSOs), Civil Servants, third-party contractors, and military detailees.to serve as the main interlocutor between Contracting Officer's Representative (COR) and CTP. This position will serve in both a technical and managerial role. The position will provide an extra layer of quality assurance related to staff management, performance, time/attendance, human resources and other needs as defined by the COR. This position will serve in both managerial and technical capacities. This is a full-time position based in Washington, DC for duration of the contract, contingent upon contract award. Responsibilities: Serve as the main Point of Contact between the COR and CTP.Manage US Government security assistance programs (Foreign Military Financing, International Military Education and Training, National Security Engagement Account) to include obligation/execution, spend plan development, and interagency coordination.Supervise contract staff, ensuring performance, time/attendance, and human resource duties.Provide critical technical advisory contract tasks including advising and reviewing deliverables for quality.Provide semi-annual briefings on major items accomplished. Qualifications Required Qualifications: Master’s degree in international relations, political science, economics, management, human resources and/or a related field.Dedicated team player and able to institute protocols and ensure compliance with protocols for contractor staff.At least three (3) years of supervisory experience managing other staff, but would prefer 5-10 years of managerial experience.Proven ability to deliver quality written and oral products.Experience working with USG staff. Preferred Qualifications: Experience in the Security Cooperation/Security Assistance domain and experience in organizational design development, and/or operations with the federal government or private entity.
