    The Department of Justice and Community Safety is seeking a to fill four Team Leader, Compliance and Enforcement positions to provide a critical role in support of Tobacco Licensing Victoria.
    About the Business Unit
    The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, Tobacco Licensing Victoria (TLV) has been established to deliver the Government’s commitment to implement a tobacco regulation and licensing scheme.
    Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.

QUALIFICATIONS

  • A Certificate IV in Government Investigations or relevant tertiary qualification and/or significant experience leading compliance and enforcement operations or investigations in a regulatory or law enforcement context is highly desirable.
  • A Victorian Drivers’ Licence (or equivalent) is required.
Responsibilities

ABOUT THE ROLE

Reporting to the Manager, Compliance and Enforcement, the role is primarily responsible for supervising a team of staff carrying out inspections, investigations and/or enforcement functions. These functions include:

  • Attending premises across Victoria to perform a range of functions including, surveillance, inspections and search warrants.
  • Conducting investigations, compiling evidence and preparing documents required to support TLV’s compliance and enforcement activities. This includes progressing matters for prosecution or disciplinary action.

The Team Leader will also directly undertake some compliance functions such as, inspections, investigations and enforcement activity in more complex or sensitive cases.
The role requires flexibility to work in the field and perform duties outside of normal business hours, including evening and weekend shifts and overnight travel to regional Victoria when operationally required at different times throughout the year.

Some of your duties will include:

  • Lead and manage a team of staff undertaking compliance and enforcement functions including the allocation of resources, budgets, business and project planning and reporting.
  • Work as part of a team, planning, leading and delivering compliance and enforcement actions including intelligence-led, risk-based work programs and investigations.
  • Provide guidance to staff on appropriate compliance and enforcement action in accordance with TLV policies and procedures, in response to identified breaches of laws, regulations or conditions.

  • Experience in conducting and managing complex and sensitive compliance and enforcement functions within a regulatory or law enforcement environment.
