Tasks CES is looking for an experienced Team Leader / Program Manager with Grant Management Expertise No. 2508 (f/m/d) for an ongoing project in Rwanda. Status: Project Start: Q4 / 2025 Duration: Long Term Position: Team Leader / Program Manager Qualification: Grant Management, Economics / Finance, Project Management, Civil Engineering Country: Rwanda Sector: Public Infrastructure Requirements PROJECT AND JOB DESCRIPTION Following the Paris Agreement, the Government of Rwanda is committed to taking urgent action to mitigate and adapt to the effects of climate change. The Rwandan National Fund for Environment (FONERWA) aims to mobilize domestic and international climate finance, and secure sustainable financing to support infrastructure projects toward the implementation of Rwanda’s Green Growth and Climate Resilience Strategy. CES was contracted as Facility Management Consultant (FMC) to provide capacity building to FONERWA and its implementing facility NDC (Nationally Determined Contributions) in the fields of grant management, project procurement, project monitoring & evaluation, E&S impact monitoring and mitigation as well as technical planning and progress monitoring of project implementation. QUALIFICATION AND EXPERIENCE Master’s degree in Grant Management, Project management, Economics or Civil Engineering Minimum 15 years of professional experience in similar programs (managing small and medium-sized public infrastructure projects with public funds from International Development Finance Institutions) Minimum 5 years of experience as Team Leader / Program Manager in similar programs Experience in grant management, and resource mobilization for large-scale programs Proficiency in budgeting and financial management to ensure effective allocation of funds to various projects Strong leadership qualities to guide a diverse team and manage the complexities of a multi-faceted program Professional experience in Rwanda or East Africa Benefits CES works mainly in the field of development cooperation and implements infrastructure projects for high-level national clients (ministries and competent authorities) financed by international organizations.
