You will be a manager with significant experience of working within  a local authority passenger transport service, specifically with extensive experience of managing operator performance, transport legislation, and a thorough understanding of both related safeguarding and health and safety management. The post-holder  will  be the lead officer in ensuring the development and delivery of   frameworks that ensure  assurance, that operators providing transport services for Leicestershire County Council meet all statutory and quality standards. In addition to this,  they will be responsible for overseeing health and safety within the service and also act as the Designated Safeguarding Lead. About the Role This role  is critical in supporting  the  transport operation functions within the service,  by  developing and managing an operator framework that  clearly sets out  required standards  to ensure safe and effective transport services.  The role  includes, maintaining an approved operator list, defining terms and conditions of contract,  and ensuring driver standards,  including management of the DBS processes. As part of this, you will develop closer working relationships with the market. This will be done in collaboration with the Head of Assisted Transport and Team Manager Transport Operations. Through your role as a Designated Safeguarding Officer, you will ensure that safeguarding policy procedures and codes of conduct are developed, updated and followed by all providers.  You will plan and  lead the review of  all operational documentation relating to Leicestershire County Council’s client transport. This includes  the approved operator list (framework agreements), contract terms and conditions, DBS standards and processes.  You will  also act as  the service’s nominated Health and Safety Officer, ensuring  the teams meet and maintain risk assessment records . This will include chairing the service’s  Health and Safety Forum.  About You To apply for this post, you must: * Hold a degree or equivalent professional qualification, or have equivalent demonstrable experience in delivering procurement, health and safety, safeguarding and assurance activities within a local authority transport environment.  * Have significant experience of working at senior level within a local authority Assisted Transport Service and be able to work under pressure, responding positively in difficult or urgent situations. * Have management experience that includes line management, assurance and management of provider performance, delivery of  complex operational procurement activity, and delivery of business improvement projects.  * Have  detailed  knowledge in a  number of key areas of legislation best practice and guidance applying to  the role, including Education and Transport  procurement  contract management  safeguarding, health and safety and data protection. Use strong analytical and creative skills to interpret requirements and develop policy and procedures. * Be able to build  powerful relationships across all stakeholders to influence change, and to  lead the resolution of highly complex complaints, negotiations  health and safety and safeguarding issues. Demonstrate excellent communication skills, written, presentation and in negotiations.  * Excellent IT and data      management  skills,(Microsoft, Excel, Access, Word.) Excellent attention to detail and skilled in managing and interpreting large volumes of data.
