JOB DESCRIPTION

The Team Manager is responsible for a team dealing with Civil regulatory cases referred under the legislation the ICO regulates. They will help lead, support and deliver the ICO’s Better Regulatory Interventions by
working with flexibility and choosing the right regulatory actions and interventions to solve problems with the greatest impact.
As an Investigation Manager at the ICO, it is vital that, when we intervene to address potential or actual harm, the action and activity we undertake is
proportionate, predictable, fit for purpose and able to withstand appropriate external scrutiny and challenge.

You will be responsible for leading teams of people progressing, often high profile and complex regulatory investigations and interventions. You will also be responsible for coaching, leadership, and performance management where necessary.
You will make sure our multi-disciplinary teams are managed and developed effectively and in accordance with relevant legislation and procedures, and that when we intervene as a regulator we do so with appropriate and proportionate regard to all our statutory objectives throughout the regulatory life cycle.
As part of the Directorate management team, you will assist in the identification of areas for improvements in quality and service, including optimising the efficacy of the ICO in how it takes enforcement action under Better Regulatory Interventions, across our regulatory work and within a wider regulatory intervention strategy.

Responsibilities

KEY RESPONSIBILITIES:

  • To monitor team performance to ensure that it is of a consistently high standard, in accordance with established policies and procedures and conducted in a timely manner, implementing remedial action where necessary.
  • To ensure that our multi-disciplinary teams are managed and developed effectively and in accordance with criminal law and procedures, and civil administrative law, as appropriate.
  • To be responsible for ensuring the programme of work is fully aligned with the ICO’s Better Regulatory Interventions and the regulatory priorities and strategic causes under ICO25.
  • To initiate and direct investigative actions including interviews, taking of statements, preparation of case files and making or reviewing recommendations for regulatory action.
  • To manage the progress of regulatory interventions and investigations ensuring that all proposed actions are proportionate, reasonable and in accordance with ICO25, Better Regulatory Interventions, and other applicable Codes and legislation.
  • Supervise the submission of statutory Notices, search warrants and telecommunications and directed surveillance applications (as required).
  • To monitor team performance to ensure it is of a consistently high standard, in accordance with established policies and procedures, and conducted in a timely manner implementing remedial action where necessary.
  • To ensure relevant colleagues are involved at an early stage in our regulatory interventions and investigations, as well as working with or leading other ICO colleagues in multi-disciplinary teams.
  • To acquire and maintain a thorough working knowledge of relevant legislation and statutory and other guidance.
  • Represent the ICO as witness in legal proceedings.

Experience relevant to the role requirements, as described in the role responsibilities and person specification, and accumulated through any combination of academic or vocational qualifications or experience

  • Substantial relevant experience of conducting / managing civil or criminal investigations or proceedings or significant investigations of a highly complex nature.
  • Ability to translate strategic and regulatory priorities into clear outcome-focused objectives
