Organizational Context: The United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person’s potential is fulfilled. UNFPA supports countries in using population data for policy and programme planning, including conducting population and housing censuses, which are critical for achieving sustainable development goals.  This position of Technical Specialist - IT (Digital Census) is based within the National Institute of Statistics, Maputo, Mozambique. The incumbent will play a crucial role in providing technical leadership and expertise to support Govt. of Mozambique in the adoption and implementation of modern, technology-driven approaches for conducting their population and housing censuses, thereby contributing directly to UNFPA's mandate of providing high-quality population data for national development planning and monitoring of the Sustainable Development Goals (SDGs). This role is key to advancing UNFPA's strategic focus on digital transformation and innovation in data collection and management. Job Purpose: Under the overall guidance of the UNFPA Representative and direct supervision of the Population and Development Specialist, Technical Specialist - IT (Digital Census) will provide solid technical guidance and expert oversight for the successful planning, implementation, and management of Mozambique’s 2027 digital population and housing census operations. This role focuses on ensuring the strategic and effective integration of technology to collect, process, and disseminate accurate and timely census data. The Technical Specialist will serve as a key technical authority, coordinating closely with Government stakeholders and technical partners to ensure a cohesive, efficient, and methodologically sound digital strategy that strengthens INE’s technical capacity. Main Tasks & Responsibilities: The selected candidate will be based at the National Institute of Statistics (INE) in Maputo, Mozambique. ●    Strategic Technical Leadership: Provide expert advisory services to INE and UNFPA on the formulation and validation of the digital census operations. This includes selecting appropriate technologies for cartography, data collection, and processing, while representing the organization in technical coordination forums ●    Systems Oversight & Quality Assurance: Serve as the technical authority for the quality assurance, development, testing, and deployment of digital tools/platforms. Ensure methodological soundness and guide the technical implementation of digital data collection, processing, and analysis systems.  ●    Procurement: Define technical requirements and provide quality assurance for the procurement of necessary hardware, software, and IT infrastructure for the digital census. ●    Institutional Capacity Building: Conduct technical assessments of INE’s IT teams and coordinate a comprehensive capacity-building strategy, to ensure national staff can independently manage digital census technologies. Promote and institutionalize knowledge transfer and the adoption of best practices in digital census methodologies. ●    Risk Management & Progress Monitoring: Establish and oversee a technical monitoring and risk management framework to identify and resolve systemic bottlenecks. You will be responsible for providing high-level technical briefings and progress reports to leadership and stakeholders. ●    Partnership and Resource Mobilization: Contribute to resource mobilization by identifying potential donors, preparing proposals including outlining co-financing resources for support to the digital census, and supporting the government and other agencies in coordinating assistance for census operations. Qualifications and Experience: ●    Education: A Master's degree or equivalent is required in Information Technology, Computer Science, Statistics with a strong IT component, or a related discipline. A Doctoral degree (PhD) is preferred. Skills and Experience: ●    Minimum of seven (7) years of relevant professional experience in applying information technology to large-scale statistical operations, such as censuses or national surveys. ●    In-depth knowledge of digital census phases and technologies, GIS cartography, and the full software development lifecycle for large-scale data collection. ●    Expert knowledge of relational database management, complex IT infrastructure design, and the implementation of robust data security and privacy protocols for sensitive national data. ●    Proven track record in managing large-scale technology projects, with the ability to translate complex technical requirements into actionable project plans, methodological guidelines, and real-time monitoring frameworks. ●    Demonstrated ability to identify systemic technical risks and lead multicultural technical teams in high-pressure environments to ensure project continuity. ●    Good communication skills to present complex technical data to non-technical stakeholders and senior leadership clearly and concisely. Language Proficiency: ●    Excellent written and verbal communication skills in English are required. Knowledge of the Portuguese language (written and verbal)  is desirable.
