Key Responsibilities Position Overview The Lead Pipeline Engineer is responsible for leading pipeline engineering activities during pre-bid, proposal, and detail engineering stages for EPC projects involving cross-country pipelines, gas transmission, water transmission, and and associated facilities. The role ensures high-quality engineering deliverables, optimized design solutions, compliance with standards, and technical coordination across disciplines. Key Responsibilities Position Summary Responsible for providing comprehensive Instrumentation & Controls (I&C) engineering support for gas pipeline projects during pre-bid, proposal development, and detailed engineering stages. The role ensures technical accuracy, compliance with client specifications, and optimized design solutions aligned with EPC project requirements. Key Responsibilities 1. Pre-Bid / Proposal Engineering Review client tender documents, specifications, data sheets, and project scope for I&C requirements. Prepare preliminary I&C design basis, equipment lists, and bill of quantities (BOQ) for cost estimation. Develop instrument data sheets and preliminary sizing for key field instruments (pressure/temperature transmitters, flow meters, analyzers, RTUs, safety systems, etc.). Support development of technical clarifications, deviations, and queries during bidding. Coordinate with proposal, procurement, mechanical, electrical, and pipeline engineering teams to develop optimized solutions. Provide inputs for proposal drawings (Hook-ups, typical layouts, control philosophy, P&IDs support, I/O summary). 2. Detail Engineering Support Finalize design basis, instrument index, I/O lists, and instrument BOM. Perform instrument sizing calculations (control valves, ESD valves, flow elements). Prepare detailed engineering deliverables: Instrument datasheets Hook-up drawings Cable schedules Loop diagrams Junction box layouts Control room layouts Panel specifications (RTU/PLC/SCADA cabinets) Develop control narratives, cause & effect matrices, shutdown logic, and alarm philosophy. Review and validate P&IDs, pipeline process drawings, and ensure alignment with control and safety systems. Support hydraulic, SCADA, and telecom interface requirements for long-distance pipeline systems. 3. Vendor & Procurement Support Prepare technical specifications for instruments, analyzers, RTUs, and control systems. Evaluate vendor offers, review technical documents, and participate in TBE (Technical Bid Evaluation). Coordinate FAT, SAT, inspection, and quality checks for I&C equipment. 4. Project Execution & Coordination Interface with mechanical, electrical, civil, process, and SCADA teams for integrated engineering deliverables. Provide technical support for construction, commissioning, and site queries. Ensure compliance with relevant standards: ASME, API, ISA, IEC, OISD, PNGRB, and client-specific standards. 5. Documentation & Quality Maintain updated instrument index, discipline registers, and engineering trackers. Ensure all deliverables meet project quality, schedule, and cost requirements. Work Experience Qualifications & Experience Bachelor’s degree in Instrumentation Engineering / Electronics & Instrumentation / Equivalent. 12–16 years of experience in instrument & control engineering for oil & gas pipeline projects (cross-country pipelines preferred). Experience with EPC environment, pre-bid support, and detailed engineering. Working knowledge of SCADA, PLC/RTU systems, pipeline leak detection, and telecom interfaces. Familiarity with design tools like SPI (INtools), AutoCAD, and relevant calculation tools. Key Skills Strong understanding of instrumentation for pipeline block valve stations, scraper stations, metering stations & compressor stations. Ability to read and interpret P&IDs, PFDs, and pipeline schematics. Solid grounding in industrial control systems, gas metering, and safety systems. Excellent coordination, communication, and documentation skills. Ability to work under tight timelines during tendering.
