Description
Creative IT Solutions, as part of Team DNI, is seeking a Program Manager to lead the DCSA BIES Mainframe Support program. This high-priority initiative supports the Defense Counterintelligence and Security Agency’s modernization of the Background Investigations Enterprise System (BIES), transitioning legacy systems to secure, cloud-based environments while maintaining continuity of critical national security operations. Responsibilities: Oversee all contractual, technical, and financial aspects of the DCSA BIES Mainframe Support program. Monitor resource allocation, staffing levels, and subcontractor performance. Lead process-improvement efforts and apply best-practice project governance while coordinating and overseeing project scope, planning, execution, and risk management—leveraging tools such as RiskWatch and Archer—to ensure compliant, effective, and responsive IT and cybersecurity support initiatives. Lead a multidisciplinary team of cybersecurity professionals, systems engineers, ISSEs, and analysts. Manage full lifecycle modernization of COBOL-based mainframe systems, migrating services to DoD Cloud One and DISA DECC GovCloud. Apply Agile and DevSecOps methodologies to drive secure, iterative deployment using tools like Jenkins and JIRA. Implement and maintain NIST 800-53 Rev. 5 cybersecurity controls; oversee Authority to Operate (ATO) tracking via eMASS. Collaborate with DCSA Program Executive Office and NBIS stakeholders to ensure system interoperability. Serve as the primary liaison between the Government and Contractor management. Prepare and deliver executive briefings and reports to DCSA leadership. Active Top Secret Security Clearance 10+ years of federal IT or cybersecurity program management experience PMP or PgMP certification Experience with DoD acquisition processes and cybersecurity frameworks (e.g., DoDI 5000.02, RMF, NIST) Hands-on leadership in mainframe-to-cloud migrations and enterprise systems modernization Proficiency in DevSecOps practices and tools (e.g., Jenkins, JIRA, Selenium) Strong stakeholder management, reporting, and compliance oversight skills Other Duties: Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job.
