Description

The Technical Project Manager plays a critical role in managing and overseeing the technical operations of the New York State Donate Life Registry. Reporting to the Associate Director, this position supports the effective and efficient functioning of the Registry by contributing to quality assurance, system enhancements, training, technical support, and contract compliance. The Technical Project Manager collaborates closely with subcontractors, consultants, the New York State Department of Health (DOH), and other stakeholders to ensure the Registry meets all operational and contractual requirements.

QUALIFICATIONS

  • Bachelor’s degree or equivalent experience in information technology, healthcare management, or a related field.
  • Minimum of 5 years of experience in technical project management, database management, risk management, preferably in a non-profit or healthcare setting.
  • Strong knowledge of quality assurance principles, testing methodologies, and internal controls.
  • Experience delivering training and technical support to end-users of database systems or software applications.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Proficiency in Microsoft Office Suite and project management software.
  • Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment.

Responsibilities
  • In collaboration with Registry staff and consultants, ensure Registry data systems are fully operational, maintained, and updated per contractual standards.
  • Serve as liaison to the Registry’s IT subcontractor, facilitating communication and project coordination.
  • Identify and analyze system issues, and communicate findings for resolution.
  • Support development of system improvements and integration of new Registry enrollment sources, coordinating technical requirements and implementation with partners.
  • Participate in meetings with subcontractors, consultants, DOH representatives, and stakeholders to ensure smooth project execution.
  • Develop and contribute to testing plans and protocols to ensure effective quality assurance.
  • Generate, review, and submit reports required by the Registry contract and project needs, ensuring accuracy and timeliness.
  • Draft, maintain, and update required documentation as necessary, including but not limited to Registry Policies and Procedures, Quality Assurance Plans, Performance Improvement Plans, Disaster Response Plans, work plans, testing plans and protocols, Memorandums of Understanding, Usage Agreements, and Access Management Documentation.
  • Implement quality assurance plans and internal controls; conduct regular assessments of data entries, communications, and performance improvement activities. Collaborate on quality assurance testing and annually review Registry website content for accuracy.
  • Provide training and technical support to staff, administrative users, and Registry Partner organizations.
  • Support organ and tissue recovery organizations by managing requests for original enrollment signatures.
  • Perform data entry as needed and respond to public inquiries via phone and email.
