JOB SUMMARY

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
As the Technical Project Manager, you will manage multi-faceted and multi-program projects that are of high visibility and have administration-wide scope that may require long-term management of efforts and activities. The Central Grants Office (CGO) presents a large, complex, and challenging project management environment spanning across an array of programs, policies, protocols, practices, rules, laws, and various professional/technical specialties. This position works strategically and methodically on projects, in coordination and collaboration with key stakeholders and other Agency staff, to ensure optimal use of resources and success with project goals. This position ensures quality and consistency in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices.

Three (3) years of experience in project management or business analysis.

Experience must demonstrate:

  • Applying project management principles and methodologies to drive initiatives and meet objectives.
  • Proficiency in data analysis and reporting, including transforming raw datasets into structured reports using queries and visualization tools.
  • Grant finance management, including pre-award risk assessments, financial reconciliations, invoice tracking, auditing, and financial reviews or monitoring.
  • Statistical analysis, data collection, forecasting, and generating related reports to support decision-making.
  • Applying continuous improvement methodologies and principles to enhance organizational processes and outcomes.

PREFERRED QUALIFICATIONS

  • Project Management Professional certification; Six Sigma Green Belt or Black Belt certification; or similar relevant professional certification.
  • Knowledge of federal laws/regulations, legal, political, and state/federal processes, procedures, and documents sufficient to advise the state and keep its human services programs in federal compliance.
  • Leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work, coach, advise and teach.
  • Facilitation skills sufficient to solicit engagement, buy in, feedback, and potential solutions.
  • Ability to adapt to continuous change in processes, organizational structures, and roles sufficient to work constructively under extreme pressure, to cope with ambiguity, and to deal effectively with setbacks.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
