As a Technical Project Specialist, you will project manage infrastructure projects within the Wireless Program Management Office, utilising Telstra business principles and processes. Using of the appropriate financial and reporting mechanisms, to achieve time, quality and cost objectives for clients and stakeholders. This role is integral in achieving outcomes in RAN Mobiles program delivery and leverage ways of working through partnering with Internal Stakeholders including, but not limited to; SAED PDC/SAO, Transmission Project Managers, Material Managers, WPMO Contract Specialists, Acceptance Manager, and internal/external delivery partners. You use your experience working with complex stakeholder environments to manage expectations to deliver your projects within the budget, quality, and scope constraints. Key Responsibilities: TEAM / GROUP Contribute to the development and reinforcement of the desired culture for the business consistent with Telstra Values. Conduct regular critical path, milestones and project interdependencies reviews, provide feedback to appropriate stakeholders and update milestone data in appropriate systems/applications. Identify roadblocks that impact the delivery of projects within specified time, cost and quality and escalate these roadblocks to the Wireless Delivery Program Lead, if they cannot be resolved within the project team. Must comply with Telstra Business Principles, Telstra Values, Telstra Code of Conduct and Telstra's policies and procedures. BUDGET and FINANCIALS Work within the SD4 (Band 3) Company Delegations procedure. Within your Company Delegation review and approve work order. Identify and implement cost saving initiatives to reduce operational, program and project direct and indirect costs. Ensure robust financial management has been applied to expenditure related to your portfolio and that it is properly approved and within budget. Identify and escalate to the Wireless Delivery Program Lead any risks to the approved budget and proactively seek resolution. WORKFORCE & RESOURCE PLANNING On an ongoing basis, review the overall national RAN Mobiles delivery schedule to ensure that problematic milestones are identified and if risks are made known, effective mitigation strategies are implemented for your portfolio of projects. Manage the team’s delivery of output within prescribed parameters, escalating unanticipated variations for approval. STRATEGIES Understand and apply programmatic planning, coordination and controlling methods to drive achievement of project OKR/KPI’s and outcomes. Lead agreed productivity opportunities across your portfolio of projects to support the Wireless Program Management Office overarching deliverables. Lead knowledge management across the business area including technology, process and standards. COMPLIANCE FRAMEWORK Ensure that appropriate applications have been updated to provide business unit reporting and all expenditure is within specified budget levels, to maximise their potential and in accordance with business objectives. CUSTOMERS and STAKEHOLDERS Ensure the necessary frameworks are implemented so that a robust customer and stakeholder engagement process operates within the Wireless Program Management Office. This would include process, procedures and milestone mapping plans. Develop and provide detailed milestone mapping for the Wireless Program Management Office deliverables so that clear details exist for all aspects of the business. Key Accountability Metrics Demonstrate strong project/time management skills with the proven ability to monitor functional processes, progress and results to ensure achievement of key milestones. Excels in partnerships, communications, persuasion, with a strong ability to collaborate and negotiate organisational change outcomes. Provide examples of the contribution to a strong team environment and to work collaboratively with and through others. Welcomes and accepts positive and constructive feedback, and makes changes as a result. Key Decision Rights Probe and identify current frameworks tools, concepts, methodologies, processes to identify risk mitigation opportunities. Act as a catalyst for change programs and process improvement initiatives. About you: Considers WPMO deliverables impact when adjusting plans in line with changes. Proactively plans for changes and develops contingency plans to minimise risk. Uses internal support to remove barriers. Seeks feedback from customers/stakeholders and adjusts to maximise outcomes. Develops tailored stakeholder engagement strategies. Articulates the need for change, exploring the so what. Assigns relationship owners to drive stakeholder alignment. Draws compelling insights from change outcomes. Recommends activities to reduce resistance and drive momentum for change. Applies and disseminates quality information and data on the market and industry to stakeholders. Links decisions to clear financial data, performance measures and business levers. Identifies and acts on opportunities to productivity and/or other key business enablers. Defines, manages and completes projects to agreed cost, schedule, scope and quality objectives. Establishes and monitors project performance against milestones and goals. Uses risk management and change control to monitor and control project outcomes. Implements targeted stakeholder engagement plans. Establishes a network of stakeholders, managing and maintaining key relationships. Consults with and manages stakeholder expectations effectively.
