This role acts as the strategic liaison between project management, engineering, and operations to ensure that the right talent and skillsets are assigned to the right projects at the right time. The TRM plays a critical role in improving project delivery outcomes, minimizing resource bottlenecks, and ensuring alignment with overall organizational goals.
Key Responsibilities
Maintain a comprehensive resource forecast for all technical disciplines (e.g., controls, mechanical, software, electrical, etc.).
Match skillsets to project needs, balancing availability, project priority, and personnel development.
Identify overallocations and resource shortages, and work with department leads to adjust assignments.
Support project planning by contributing to capacity assessments during intake and kickoff stages.
Partner with project managers to track progress against resource commitments and mitigate risk due to skill shortages or turnover.
Assist with recovery planning for delayed or at-risk projects by reshuffling or augmenting technical staff.
Generate weekly and monthly reports on resource utilization, availability, backlog, and forecasted demand.
Provide executive summaries for leadership outlining trends, constraints, and strategic staffing needs.
Maintain up-to-date dashboards and visualizations using tools such as MS Project, Power BI, or other PMIS platforms.
Collaborate with engineering and department managers to understand staff strengths, weaknesses, and growth plans.
Help guide mentorship or cross-training efforts to diversify skill coverage and increase deployment flexibility.
Participate in or lead workforce planning meetings and talent pipeline initiatives.
Standardize resource request and assignment procedures across the PMO.
Own and refine tools for capacity planning and resource allocation.
Promote best practices for time tracking and role-based assignment structures.
