POSITION SUMMARY:

The Essential Functions of the ESE (Exceptional Student Education) Technical Series III position are centered around ensuring efficient, compliant, and responsive enrollment and support systems for special education programs in Detroit Public Schools Community District. This role is multifaceted, requiring strong organizational and data management skills, proactive communication, training expertise, and a deep understanding of special education enrollment processes and compliance requirements.

MINIMUM QUALIFICATIONS:

  • Candidates must possess a High School Diploma or GED Certificate.
  • Must have strong verbal, written and interpersonal skills and the ability to organize and prioritize work to meet deadlines.
  • Knowledge of Special Education, preferred
  • PowerSchool Special Programs and EDPlan experience preferred.
  • Proficient in Microsoft Office.
  • Critical thinking and problem solving.
  • Strong attention to detail and time management
  • Strong oral and written communication skills
  • Comfort explaining complex issues and solutions.
  • Ability to handle a heavy workload and multiple projects with frequent interruptions and schedule changes.
  • Excel (PivotTables, various functions like VLOOKUP, SUMIFS, etc.)
  • Experience in the use of software applications to structure information.
  • Experience in developing and providing individual and group training.
  • Ability to meet stringent timelines.
  • Consultation, training, group facilitation, and process skills.
  • Strong verbal and written communication skills.
  • Experience working with diverse populations.
  • Proficiency in using the Microsoft Windows desktop operating system.

Responsibilities

Administrative & Organizational Excellence

  • Demonstrate strong organizational skills in a high-volume environment.
  • Identify and implement strategies to improve administrative efficiency.
  • Routinely generate and monitor data systems (e.g., PowerSchool SIS).
  • Maintain data compliance and complete cleanups (duplicate records, caseload reconciliations).
  • Perform general administrative tasks as needed.

Stakeholder Engagement & Customer Service

  • Build strong relationships with parents, community members, and staff.
  • Provide high-quality customer service and maintain professional office decorum.
  • Support interdepartmental and community outreach efforts.
  • Facilitate stakeholder feedback sessions.

Training & Professional Development

  • Train clerical staff on various ESE enrollment and promotion procedures.
  • Deliver district-wide professional development related to enrollment procedures.
  • Collaborate with department managers for training and support initiatives.

Enrollment & Student Services Support

  • Manage in-district and out-of-district ESE enrollments, including school-to-school and initial enrollments.
  • Assist with Fall and Spring General Collection
  • Align and coordinate transportation services for enrolled students.
  • Process ESE student placements and assign case managers, especially for promotion/retention cases.
  • Provide enrollment support across specialized programs (e.g., ASD, ECSE, EI, MICI, VI, POHI, MOCI, SXI, SCI, DHH).

Systems Collaboration & Compliance

  • Monitor and update ESE data within Special Programs and SIS (PowerSchool).
  • Collaborate with transportation and student information system (SIS) teams.
  • Participate in working sessions to enhance district-wide enrollment processes.
