The Department of Labour and Immigration is seeking qualified candidates for the role of Technical Services Manager with the Inspection and Technical Services (ITS) Branch. ITS delivers technical safety programs to municipalities and industry by enforcing safety standards through permit, engineering reviews, inspection examination, certification and licensing services. ITS administers and enforces provisions of the Amusements Act and Elevator Act, The Buildings Act, Electrician’s License Act, Gas and Oil Burner Act, Power Engineers Act, and Steam and Pressure Plants Act.

Qualifications:

Essential:

  • Post-secondary education in Commerce, Business management, Public Administration or an equivalent combination of relevant education, training and experience may be considered
  • Experience developing and implementing policies and procedures to ensure consistent application and enforcement of all applicable legislation, codes and standards
  • Experience in financial management including financial planning, budgeting, financial monitoring and reporting
  • Experience with various SAP modules
  • Experience interpreting and applying Acts, regulations, codes and/or standards including various technical safety and building code legislation
  • Experience supervising staff/team of staff including monitoring and reviewing work performance, coaching/mentoring, supporting staff development, and participating in recruitment and selection activities in a unionized environment
  • Strong interpersonal skills with the ability to build and foster collaborative working relationships with internal and external stakeholders
  • Strong verbal communication skills including the ability to deliver presentations or conduct engagement exercises to a variety of audiences
  • Effective written communication skills with the ability to prepare clear and concise formal correspondence including technical reports for senior management
  • Political acumen demonstrated through experience providing strategic advice to leaders on complex topics and sensitive issues
  • Strong organizational and time management skills

Desired:

  • Certificate in Public Sector Management or equivalent
  • Knowledge of ITS Branch’s objectives, function and specialized activities

Duties:
Reporting to the Director of Inspection and Technical Services, the Technical Services Manager is responsible to lead, manage, and coordinate strategic and financial initiatives, including the analysis, planning, research, implementation and evaluation of the program areas on behalf of the branch.
The Technical Services Manager is a senior resource for the units and assists them in meeting their objectives within the context of the Branch’s vision, mission and goals by providing advice and support to the Director relating to technical, operational and administrative initiatives.
The Technical Services Manager is directly responsible for ensuring effective comptrollership and managing the operational, financial and administrative services by participating in program evaluation and review and in the interpretation and development of new legislation, regulations, policies and procedures, as well as manages the day-to-day functions of assigned technical and administrative staff.
