POSITION OVERVIEW

As part of the Information Management and Technology Portfolio, under the Clinical Applications team, the Technical Specialist will be responsible for providing technical Oracle database + AIX operating, LinuxSystem Administration, , Oracle Cloud services and backend system and integration support for the Hospital’s core systems including Oracle Cerner, LIS, workday HRIS(Core HR/Payroll), SAP Finance and other clinical and administrative Hospital systems. This role will also play a critical part in enabling system interoperability and data exchange between internal applications and external provincial systems such as ConnectingOntario, Ontario Health (OH) Digital Services.

The Key skill sets required are:

  • Oracle DBA experience with Oracle 11g/12c/19c or higher, and Data Guard
  • IBM AIX v7.x , RHEL administration
  • Cerner Millennium 2018.x System Administration
  • Experience with Linux-based environments (Red Hat or Oracle Linux)
  • Familiarity with Oracle Cloud Infrastructure (OCI), including database services and cloud integration tools
  • Experience integrating enterprise applications such as SAP and workday HRIS
  • Hands-on experience with HL7, FHIR, API-based integration, and interface engines (e.g., Rhapsody, Mirth, Cloverleaf)
  • Knowledge of provincial health integration platforms (e.g., ConnectingOntario, OLIS, DHDR)

This role supports the technical reliability of hospital systems and the secure exchange of data across internal applications and external provincial platforms. Workingclosely with Information Technology Services, system administrators and stakeholders, the incumbent will contribute to system integrations, installations, upgrades, environment management, and performance tuning—ensuring stable operations and effective system integration aligned with organizational and provincial digital health initiatives.

EDUCATION

  • Degree or diploma in computer science or telecommunications, or an equivalent combination of education and experience

EXPERIENCE

  • Minimum of five years’ experience installing, upgrading and supporting mission critical multi-tiered client-server computing environments based on Oracle and running on IBM pSeries with AIX, preferably in a health care setting.
  • Experience with Oracle Cerner, Workday, SAP or other equivalent applications would be an asset.
  • Good interpersonal and communications skills, including the ability to express technical ideas in plain English.
  • Resourceful and efficient problem solver.
  • Meticulousplanning and successful completion and support of highly complex projects including test plans and change control.
  • Continuous updating of technical expertise.

Responsibilities
  1. System Integration Design andManagement

    Design processes for systems and management, including both automated tools and manual procedures. Systems integration, administration and management includes:

  • Design, develop and deploy real time and batch integrations between enterprise systems Oracle Cerner, HL7/FHIR, API, SQL/Oracle DBs, Visual Studio.NET, Java script, and the full webapplication development life cycle.
  • Configure and maintain middleware integration platforms (eg: cloverleaf, Rhapsody,Mirth Connect, Intersystems IRIS, IBM integration Bus, EIB, SAP PI/PO)
  • Responsible for integration of workday HRIS with SAP concur, Absorb LMS, and SAP GL.
  • Support integration efforts across hospital systems, ensuring secure and efficient data exchange between both clinical and non clinical internal applications and external systems (e.g., ConnectingOntario, OH platforms, third-party systems)
  • Overall system availability - fault detection
  • Backup and recovery strategies
  • Security and user sign-on process
  • Script writing in Python, PowerShell, BASH, Korn Shell, Pearl,
  • Collaborate with teams to monitor and manage data flow between systems and identify any integration-related issues.
  • Problem management, change control, performance monitoring and tuning, Capacity planning, asset management, Scheduling and software distribution.
  • Ensure that configurations, procedures, troubleshooting guides and other documentation needed for high availability operations are accurate and up to date.
  1. Database Administration (DBA)
  • Design, implement, test and maintain a sound database backup and recovery procedure.
  • Documentation of all DBA processes.
  • Automation of many day-to-day DBA tasks.
  • Setup and maintain distinct environments for production, test and development databases.
  • Design, implement and test various periodic and ad-hoc database reports.
  • Escalate business and technical issues that may affect production data stability or quality.
  • Produce periodic status reports on assigned projects.
  • Support data integration and transformation efforts to ensure seamless data flow across systems and interfaces
  • Ensure failover, load balancing, and disaster recovery for critical interfaces.

    1. Problem Resolution

    Resolve complex problems in the technical infrastructure by providing technical expertise in all the following areas:

  • Troubleshooting server OS (AIX, Windows, Linux), hardware, storage, and networking issues.

  • Debugging integration failures in Workday, HL7, EDI, and API interfaces
  • Addressing data mapping errors, transmission failures, and authentication problems
  • Analyzing performance bottlenecks in real-time and batch integrations
  • Collaborating with vendors and IT teams to diagnose and resolve system-level defects
  • Documenting solutions and training support staff to prevent recurring issues
  • Providing timely updates and root cause analysis for escalated incidents

  1. Project Planning and Implementation
  • Assist with the technical planning, testing and implementation of projects with emphasis on systems management design.
  • May also include preparing operating procedures, installing equipment, setting up scheduled jobs, logs and backups, setting up user access, testing configurations, writing documentation and troubleshooting problems.
  • Assist with new project installations, Operating system upgrades, Cerner code upgrades, firmware updates, application patches, domain and environment management.
  • Ensure integration tasks are planned and executed for new systems, applications, and external interfaces
  • Collaborate on implementing data interface solutions and ensuring the seamless flow of data across multiple systems (e.g., Cerner, HRIS, SAP, provincial health platforms)
