Description
SAIC is seeking a Technical Surveillance Threat Analyst to work with a diverse team of operations officers, analysts, and linguists, focused on identifying, analyzing and mitigating the threat to operations posed by Ubiquitous Technical Surveillance (UTS).
DESIRED EDUCATION, CERTIFICATIONS, SKILLS, EXPERTISE, YEARS OF EXPERIENCE:
- Bachelor’s Degree in any of the following disciplines: Computer Science, Data Science, Engineering Disciplines (Electrical, Computer or Mechanical), and/or Cybersecurity. Experience accepted in lieu of degree.
- Former Military All-Source Intelligence Analyst (MOS: 35F, 0231), SIGINT Analyst (Army MOS 35 Series, USMC 26XX Series), Cyber Analyst (Army MOS 17 Series) and/or equivalent job series across the DoD or IC.
- 8+ years of experience conducting research on emerging technologies, analyzing UTS threats and assessing technical threats to operations within the US military and/or US intelligence community.
- Active CI Poly (must be able to take/pass “at-will”).

Qualifications
- Active Top-Secret clearance with ability to obtain SCI; and pass a CI polygraph (PR within 6 years).
- Experience in two or more of the following areas:
- UTS Threat Mitigation, Computer Programming, Technical Threat Analysis, Data Analytics, Signals Intelligence (SIGINT) processing and Analysis, Internet/Web Technology, Technical Targeting, Network Security and Engineering, Social Network Analysis, Telecommunications Networks/Voice Data Communications, Operational Risk Management, Threat Finance Analysis, Open-Source Intelligence and/or Computer Forensics.
- 6+ years of experience conducting research on emerging technologies, analyzing UTS threats and assessing technical threats to operations within the US military and/or US intelligence community (IC).
- Experience conducting UTS program analysis, to include advising customer management and operators on UTS threats and creating and employing proposed courses of action.
- Ability to execute multiple tasks and ongoing projects while ensuring compliance with applicable laws, policies, and procedures.
- Effective communication skills, including the ability to convey complex technical topics to a diverse customer base in both written and verbal format.
- Proficiency in Microsoft Office products
Responsibilities:
- Serve as a Technical Surveillance Threat Analyst and technical subject matter expert on emerging UTS technologies.
- Responsible for responding to high-priority, high-visibility, and time-sensitive customer requirements requiring critical thinking and complex problem-solving skills.
- Demonstrate proficiency integrating technical requirements, analytical tradecraft, and operational risk management techniques to assess technical threats to sensitive activities, and intelligence operations.
- Identify and analyze UTS capability gaps in specific environments and scenarios and research applicable mitigation strategies and best practices.
- Monitor the overall UTS program to ensure its applicability and effectiveness for near- and long-term operations, taking into consideration the impact of various factors including emerging technology, adversary capabilities and evolving operational requirements.
- Develop and provide written technical threat assessments; prepare tailored reports based on customer requirements, provide briefings to educate and train personnel, and assist in the development of operational frameworks and structured guidance.
- Collaborate with senior staff within the IC, OSD, Military Services, Combatant Commands, and other Non-DOD Federal Departments and Agencies on best practices and mitigation strategies.
- Serve as a liaison and represent the customer to multiple other US Government organizations at high level working groups, training exercises, and similar forums.
- Daily duties performed in an office setting, with travel required throughout the DC-metro area and occasional travel CONUS and OCONUS to support field operations.
