Post Context/Post Summary Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council. The Support Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO), consistent with IRM policies, planning and prioritisation it serves as the focal point for the development and execution of ACO’s IRM at the military-strategic level to include the associated ACO wide processes of Planning, Performance Management, and Risk Management across the three resource pillars (Workforce, Military Budget and NATO Security Investment Program), in close coordination with SHAPE J8; it develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process. The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP). The Operational Requirement Management Branch (ORM) is the focal point for managing Allied Command Operations (ACO) role as Operational Requirements Authority (ORA) through the entire capability delivery process. Principal Duties The incumbent's duties are: The incumbent's principal duties include PITT Functional Administration: a) Ensures continued availability of PITT functional area services for all system users. b) Customizes PITT as necessary in order to facilitate parallel staffing of shared documents as demanded by enhanced workflow management practices, including provision of first-line support, system configuration, language convention management, library management and network co-ordination. c) Manages the PITT user community and maintains a master PITT user list. d) Controls user and administrator access to PITT. e) Maintains ownership of all PITT objects. f) Validates user inputs and manages the PITT site configuration, including development and maintenance of document and site templates, linking of related contents, identification and clearance of redundant and outdated information. g) Develops and maintains PITT product templates (e.g. Activity sites, libraries, lists and reports) AOM Requirements and Resources Plans (ARRP), project overviews, project portfolio etc.) as directed. h) Contributes to and organizes periodic user training and workshops across ACO. i) Develops and continuously improves PITT user manuals and training material. j) Identifies and reports system bugs and errors to the NCIA system manager, k) Maintains a log of technical issues; validates technical upgrades; and ensures problem resolution. l) Co-ordinates and provides advice to all local PITT Administrators. m) Provides first and second line support to all PITT users and acts as the single point of contact with the relevant NATO agency for PITT issues. n) CIRIS+ Functional Administration. (Manages the Common Funded Integrated Resources Information System (CIRIS+) user community within ACO). o) Generates ACO project information within the CIRIS+ and functions as the SHAPE Senior User for CIRIS+. p) Coordinates CIRIS+ user training across ACO Senior User Support. q) Functions as ACO’s Senior User for all NATO Information Technology development efforts related to management of common funded capability delivery information ensuring that ACO requirements are properly specified and translated within the project(s). r) Identifies, analyzes and synthesizes relevant user lessons contributing proactively to the ongoing development or improvement of relevant information management systems. s) Ensures appropriate interface of relevant ACO project information tools with NATO enterprise tools including CIRIS+, PMO Info Hub CPMIS and the future Information Management for Capability Delivery (IMCD) system Information Management. t) Oversees implementation of ACO information management policies and processes within the Operational Requirement Management Branch. u) Identifies, exploits and advises on existing sources of HQ information in support of ORM business processes and tasks. v) Develops and maintains Branch specific taxonomies within the Electronic Document Management System. w) Maintains the Branch website. Special Requirements and Additional Duties The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The risk of injury is categorised as No risk / risk might increase when deployed. Essential Qualifications a. Professional/Experience Minimum 3 years hands-on experience administering SharePoint Site Collection and multiple SharePoint portals, including configuration, customization, permissions, templates, and user support (proved by certification). Proven experience implementing information management practices, including taxonomy design, document lifecycle management, and data quality control. Experience with large‑scale public‑sector investment programmes, defence acquisition, or enterprise‑level capability delivery frameworks. Knowledge of the NATO Security Investment Program (NSIP) or NATO Common Funded Capability Delivery is an asset. b. Education/Training Higher Secondary education and intermediate vocational training in information science, management information systems, computer science or related discipline which might lead to a formal qualification with 3 years experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. In case of ambiguity the required job specific experience has priority over the standard education and training levels and experience described here. c. Language English - SLP 3322 - (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Qualifications a. Professional Experience Training & User Support experience delivering software training, conducting workshops, or user support sessions. Experience supporting coordination boards, committees, or similar bodies. Previous experience working in an international or multinational environment. b. Education/Training Certification in Microsoft SharePoint 2016/2019 (Site Collection Administrator level). Project management training such as PRINCE2 Foundation/Practitioner or equivalent. Completion of relevant online learning modules in IT service management or resource management. Contributing to user training and helping colleagues adopt new tools and processes. Supporting the integration of PITT with other NATO information systems. Helping streamline processes to reduce timelines for capability delivery. REMARKS: Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract. The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
