Position Summary: Under general supervision, performs a variety of unskilled and semi-skilled manual labor tasks and other duties as required within the Stormwater Section of the Public Works Department for the City of Canon City. Inspect, clean and repair storm lines, catch basins, detention systems, bioswales, and stormwater quality treatment assets to ensure proper function and protect community investment. Design and implement traffic control plans and conduct traffic control flagging. Respond to emergency calls, customer requests, and urbanized flooding events. Operate vacuum truck, CCTV inspection equipment, backhoe, boom truck, dump truck, boom arm mower and power tools which are used to inspect, maintain, clean, repair or install components of storm system. Maintain daily work records, input and manage data, and create reports for internal purposes and regulatory compliance using various electronic devices and software applications. Performs a variety of semi-skills and unskilled tasks in maintaining and repairing City stormwater infrastructure. Hand grades swales and ditches; places stabilizing materials such as rip rap. Cleans storm drains and catch basins. Monitor equipment and reports needs for equipment repairs and maintenance. Performs routine and preventive maintenance and minor repairs on equipment. Cleans equipment. Use hand tools such as rake, grease gun, hand broom and shovel as required. Perform related maintenance duties such as clearing brush, controlling weeds, pruning trees and shrubs, removing litter and trash, concrete work, and sweeping streets and gutters as required. Provides excellent customer service to external and internal customers including but not limited to effectively listening and communicating, providing accurate information, offering solutions, assisting in resolution, and ensuring timely follow up as needed. Non-Essential Duties and Responsibilities*: The following duties, although not essential to the position, are important components to the smooth and efficient operation of the Division, Department, and City. Assists other departments in shoveling snow from sidewalks or other areas. Operate equipment such as snow plow, sand spreader, dump truck, trencher, asphalt laying machine, mower, welder, jackhammer, asphalt rake, grinder, grader, roller, tractor, backhoe, and loader to accomplish duties such as street patching, crack filling, street construction, bridge repair, concrete removal, dirt removal, curb/gutter/sidewalk construction, road grading, right-of-way maintenance, cleaning ditches, culvert maintenance, material hauling, de-icing, and snow plowing. Assist other City departments with inspection of new construction, and other maintenance related activities. Assist in the development of policies, procedures, plans, and manuals to ensure tasks and equipment are operated safely, properly, and in compliance with applicable regulations and specifications. Answer questions from the public regarding streets. Performs traffic control in and around work zones. Participate in on-call rotation for after-hours and weekends. Perform traffic control duties in and around work zones to include setting up safety cones and signs and flagging traffic around construction sites. Storm sewer maintenance and repair principles and operational procedures. General construction practices and techniques. Design and implementation of proper traffic control plans. Basic principles and procedures of record keeping and safe work practices. Structure and functions of city government including laws, regulations, policies, and procedures applicable to stormwater maintenance Working knowledge of standard practices, materials, tools, and equipment utilized in the area of assigned work. Safe operation of hand and power tools, as well as mechanical equipment which includes shovel, chainsaw, line trimmer, and portable generator. Safe operation and minor maintenance of large equipment including Boom Arm Mowers, Backhoe, Front End Loader, Skid-Steer Loader, Dump Truck, Eductor Truck, or CCTV inspection equipment. Flagging and safety requirements for traffic operations. Effective and efficient communication. Reading and interpreting construction drawings and as-built plans. Use of personal computer and various software applications including MS Office, ArcGIS, and asset management software experience. Working knowledge of work hazards and applicable safety precautions associated with assigned area of work. Enter and work in confined spaces. Inspect, operate, repair and maintain stormwater systems and components. Provide excellent customer service through positive and professional communication. Follow policies and procedures to ensure tasks and equipment are operating safely. Demonstrate a positive attitude and be an effective team player. Accurately record field data manually and by using a variety of software programs. Work overtime to respond to emergencies as needed, including evenings, holidays and weekends. Work on a 24-hour standby basis several times a year for a week at a time Working knowledge of concrete and masonry construction and finishing. Some knowledge of the proper placement of traffic safety signs and cones. Some knowledge of basic computer programs. Ability to understand and follow oral and written instructions. Ability to establish and maintain effective working relationships with other employees. General knowledge of performing street maintenance and repair duties. Ability to operate equipment such as Snowplow, Sand Spreader, Dump Truck, Trencher, Asphalt Laying Machine, Mower, Welder, Jackhammer, Asphalt Rake, Grinder, Grader, Roller, Tractor, Backhoe, and Loader. Ability to safely use hand tools and power tools such as Cutters, Chain Saws, Shovels, and Rakes. Knowledge of Material Safety Data Sheets for hazardous materials used in operations street maintenance operations. Requirements Minimum Qualification(s): Experience Two (2) years of experience in equipment operation and street maintenance. One (1) year of public utility, maintenance, construction experience, or other closely related experience Education High School Diploma or equivalent Licenses/Certifications Colorado Class “A” Commercial Driver’s License, with Tanker endorsement, with a driving record acceptable to the City of Cañon City, or the ability to obtain a Colorado Class “A” Commercial Driver’s License, with Tanker endorsement, within six months of hire. This deadline may be extended at the discretion of the Department Director. Any equivalent combination of education, training and experience that provides the listed knowledge, abilities and skills may be substituted . Preferred Qualification(s): Experience Two-years of experience in a stormwater maintenance position Education Associate Degree in an engineering field. Licenses/Certifications Credentialed as a Certified Stormwater Manager (CSM) Colorado Traffic Control Flagger Card, or the ability to obtain within six months of hire. Confined Space Entrant/Attendant Certification, or the ability to obtain within one year of hire. First Aid/CPR certifications are preferred, or the ability to obtain within one year of hire. Travel within the City of Canon City and Fremont County will be required. Frequent extension of work day to meet deadlines.
