Description

Under general supervision of the Superintendent of Waste Diversion, the Waste Diversion Technologist 2 provides technical and supervisory support to assist in contract administration, planning, and implementation of recycling and waste diversion programs. Assists in monitoring program progress, analyzing program data, and preparing technical reports and correspondence as required. The Waste Diversion Technologist 2 assists with monitoring and assessment of 4R Winnipeg Depot and materials recovery facility (MRF) materials, in the monitoring of funding for the Branch’s programs and in the delivery of public information.

As the Technologist 2 – Waste Diversion you will:

  • Provide contract administration support for Waste Diversion programs by:
  • Ensuring compliance of contractors with contract specifications.
  • Acquiring and compiling performance data for the various programs and determining contract compliance.
  • Developing procurement documents for professional services for various Waste Diversion programs.
  • Assisting in the preparation of technical reports on contractor progress and performance, as required.
  • Maintaining and establishing Branch program information in various computer applications.
  • Acting as Contract Administrator for various Branch contracts.
  • Assisting in Branch budget activities including reviewing invoices, keeping up to date records of Branch transactions and participating in Branch budget planning.
  • Provide technical support to assist in planning and implementation of Waste Diversion programs by:
  • Acquiring applicable data and information on waste diversion practices, methods, policies and programs.
  • Assisting in the identifying necessary resources for implementing Branch programs.
  • Evaluate and propose new technology, equipment and/or procedures for activities assigned to the position.
  • Assists in both short and long term planning of all aspects of the Waste Diversion operations including staff and equipment requirements.
  • Act as a liaison and maintains cooperative working relationships with staff in other Branches, Departments and all contractors.
  • Coordinate City and Contractor’s staff to complete work that has been assigned.
  • Ensure contractors and staff are in compliance with safety regulations and safe work practices.
  • Ensure staff has required training and maintain training schedules for all Waste Diversion staff.
  • Assist in new employee orientation and training.
  • Assist in the compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations, safe work practices and that all workplace safety and health procedures are complied with.
  • Assist in the development and maintains Job Hazard Analysis and Safe Work Procedures.
  • Perform Safety talks and presentations.
  • Participate in the delivery of public information and education programs.
  • Respond to routine, general inquires and service requests to communicate program information.
  • Compile data and material for information programs.
  • Arrange for production of material into presentation form.
  • Coordinate the distribution of informational materials to community and interest groups and others.
  • Coordinate responses to requests for information, including presentation.
  • Respond to customer service requests and claims in accordance with Departmental and By-law requirements.
  • Supervise junior/temporary staff assigned to various waste diversion programs.
  • Assist the Technologist 3 with supervision of staff and work sites by assigning and monitoring work tasks to staff including the setting of work schedules, expectations, targets and goals, and monitors work performance at the MRF.
  • Participate in the regular performance appraisal process and job interviews of junior employees.
  • Perform Other duties as assigned/required, including but not limited to:
  • Other related duties consistent with the classification as assigned or required.
  • Willingness to perform as the Acting Technologist 3 when required.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Graduate in Technology from a recognized Institute of Technology and eligible for membership in CTTAM (Certified Technicians & Technologists Association of Manitoba) as a Civil, Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.).
  • Minimum of three years of relevant technical experience related to the position.
  • Demonstrated ability to operate a computer and proven skills with the Microsoft Office Suite applications, including Word, Excel, Outlook, and other applications as required.
  • Demonstrated ability to communicate effectively, both written and verbal. Must be able to understand and execute verbal and written instructions.
  • Demonstrated ability to interpret contract documents, technical drawings and specifications. Ability to produce contract documents will be preferred.
  • Experience and/or interest in current waste diversion technologies.
  • Demonstrated knowledge in budgeting and budget control.
  • Demonstrated knowledge or ability to acquire knowledge of the Solid Waste By-Law 110/2012.
  • Demonstrated ability to organize, plan effectively, set priorities and goals and take initiative.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Policy.
  • Demonstrated ability to work independently with a minimum amount of supervision.
