DESCRIPTION:

  1. Drive and lead a technical team of SMEs in order to maintain (e.g. upgrade, refresh, patch) or support an I&IT solution or service. Responsible for all or part of the solution deliverable (including SDLC artifacts) in accordance with I&IT standards, ensuring high level of quality.
  2. Define the work, standards, and processes to develop, maintain or support a solution or service.
  3. Lead the day-to-day work of solution team, which includes task assignments, managing priorities, monitoring technical team deliverables, and resolving problems and removing roadblocks.
  4. Provide input to the architecture, privacy, security and AODA requirements and capabilities of the I&IT solution or service. Ensure compliance of deliverables with these requirements.
  5. Identifies the timelines and requirements for integration with Identity and Access management services with various government applications. Supports client resources in meeting deliverables related to service integration.
  6. Identifies and manages issues and risks related to service integration. Escalates issues to management.
  7. Provide regular communication and status updates to management.
  8. Lead, facilitate, coordinate technical team meetings. Track action items, decision items, risks and issues that come out of meetings and updates the management when required.
  9. Provide input to the artefacts for the procurement of services, resources or software related to the service.
    Skills
    Experience and Skill Set Requirements
    1 Technical Knowledge (30%)
    1.1 Advanced knowledge of IT security authentication technologies and related IT components.
    1.2 Demonstrated experience with implementing and supporting Single Sign-On (SSO) solutions, identity federations, identity provisioning and multi factor authentication systems by utilizing enterprise-grade identity management services such as OKTA and Interac.
    1.3 In-depth knowledge and experience implementing identity management protocols such as OAuth2.0, OIDC and SAML 2.0.
    1.4 Demonstrated experience with integrating large, enterprise, public facing identity systems with cloud-based identity services such as Okta, Azure AD, B2C and Auth0.
    1.5 Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management and Capacity Management.
    2 Analytical and Problem-Solving Skills (20%)
    2.1 Demonstrated leadership skills providing technical advice and resolving complex business and technology problems.
    2.2 Ability to manage priorities and resolve challenges that block team members from completing task assignments and deliverables.
    3 Technical Leadership and Project Management Skills (25%)
    3.1 Experience in leading technical integration with large enterprise level technology applications to meet service levels and client expectations through teams comprised of multi-disciplinary resources and stakeholders.
    3.2 Hands on experience planning and leading complex technical Proof of Concepts and providing reports including recommendations based on the results.
    3.3 Experience in documenting, tracking, and managing issues and service requests including impact assessments of complex issues.
    3.4 Experience in providing clients with support for issue investigation troubleshooting and resolution.
    3.5 Experience working with managing external vendors; ensuring compliance with Statements of Work and contracts; drafting work orders/change requests and ensuring deliverables are met on time and budget.
    4 Communication, Relationship Building and Consultation Skills (25%)
    4.1 Demonstrated advisory skills to provide persuasive technical advice to stakeholders and senior management.
    4.2 Interpersonal and stakeholder relationship management skills to maintain effective relationships with internal and external stakeholders.
    4.3 Oral and written communication skills to prepare and present complex technical information and recommendations to non-technical audiences (e.g., senior management, clients, stakeholders)
    4.4 Consultation and collaboration skills to lead client discussions to identify I&IT solutions and provide technical expertise for strategy and systems integration.
    4.5 Vendor management skills to ensure vendors comply with Statements of Work and achieve high quality deliverables on time and on budget.
