Description Position Overview: Seeking an experienced Technology Transition Subject Matter Expert (SME) to provide expert acquisition and technology transition support under the USG Military contract. The ideal candidate will bring deep knowledge of DoD acquisition processes, strong analytical capabilities, and a proven record of transitioning advanced technologies into fielded solutions. This position plays a pivotal role in supporting capability planning, acquisition lifecycle documentation, risk management, program integration, and innovation pipeline execution for emerging AF systems. Key Responsibilities Acquisition Planning & Execution Develop, review, and manage pre- and post-award acquisition documentation Support milestone planning and execution (SRR, PDR, CDR, TRR, PRR) Analyze contracting requirements and contribute to acquisition strategy development Maintain Integrated Master Schedules (IMS) and conduct EVM and schedule analysis Program Analysis & Reporting Evaluate program cost, schedule, and performance risks Conduct efficiency studies and acquisition strategy assessments Prepare acquisition plans and documentation aligned with DoD standards Support DAES, SARs, MARs, and SOCCER reporting Requirements & Capability Development Support JCIDS processes and documentation (CDD, CPD, CONOPS) Facilitate I-SUMMITs, CRRAs, HPTs, and other capability planning events Ensure interoperability and alignment of requirements across systems Technology Transition & Innovation Support Support SBIR, RIF, ATDs, and other advanced innovation initiatives Apply systems engineering principles to streamline transition efforts Identify integration challenges and align cross-platform efforts Lead planning for rapid prototyping and early-stage requirements development Coordinate technology insertion across acquisition phases and multiple platforms Document & Compliance Management Draft, edit, and maintain DIDs, CDRLs, and acquisition deliverables Manage AF Form 1067 proposal processes from intake through archive Ensure compliance with AFLCMC, AFMC, and DoD acquisition policy Stakeholder Engagement & Mission Partner Coordination Coordinate with MAJCOMs, Air Staff, test agencies, and mission partners Support IPTs, reviews, readiness exercises, and working groups Provide executive-level briefings and decision-ready analysis to senior leadership Requirements Minimum Qualifications Clearance & Eligibility Active Secret Clearance at time of hire Eligible for Top Secret upgrade U.S. Citizenship required Education & Experience One of the following combinations is required: Master’s degree + 15 years of relevant experience (minimum 5 years within DoD) Bachelor’s degree + 18 years of relevant experience (minimum 5 years within DoD) High School Diploma/GED + 24 years of relevant experience (minimum 5 years within DoD) Technical Experience Minimum 10+ years of experience in at least six (6) of the following areas: Development planning and technology transition strategy Acquisition lifecycle strategy and milestone documentation SBIR and RIF program execution Systems engineering and early-stage requirements development Analysis and validation of innovative technology programs Pre-acquisition and acquisition strategy implementation Development of pre- and post-award documentation Risk planning, milestone tracking, and staff coordination Specification development and CONOPS drafting Integration of capabilities across multi-platform acquisition timelines AFROC coordination and IPT participation Preferred Skills Proficiency in Microsoft Project, Excel, and government acquisition tools Experience with EVM systems, IMS development, and OEM scheduling tools Strong technical writing and executive briefing capability Knowledge of Modeling, Simulation, and Analysis (MS&A) tools Experience facilitating cross-enterprise and interagency collaboration
