JOB DESCRIPTION

JFL Consulting, LLC is seeking a seasoned and strategic Telecommunications Engineer – Circuit Actions to join our Network Engineering team. In this high-impact role, you will lead the design, provisioning, and optimization of both legacy and next-gen transport circuits for DoD and DoN mission-critical operations. Your expertise will directly support enterprise resilience, fast provisioning, and failover readiness across global networks.
You’ll interface with DISA, NCMO, LECs, and military stakeholders to manage the lifecycle of Defense Information Systems Network (DISN) circuits, ensuring they meet operational, compliance, and performance standards. This is a highly collaborative, technical role ideal for those who thrive on precision, proactive communication, and infrastructure engineering.
Primary Place of Performance: Washington, DC
Mandatory Requirements: U.S. Citizenship and TS/SCI Clearance
Years of Experience: 5+ years of

EDUCATION/EXPERIENCE:

  • 5+ years of telecom circuit engineering OR
  • Bachelor’s in a related field + 5+ years of IT experience OR
  • 8+ years of enterprise/global network experience OR
  • Masters in a related field
  • Certifications: Active DoD 8570 IAT Level II certification (e.g., Security+) as required by DoDD 8570.01, 8570.01-M, and DoDD 8140.01–03
  • DISA Experience: Familiarity with DISA Storefront, Circulars, ASI process, and TSO interpretation

PREFERRED SKILLS

  • Experience working with tools such as eMASS, SNAP, TCOSS, and GIAP
  • Ability to draft and interpret Telecommunications Service Orders (TSOs), IERs, and SOWs
  • Skilled in troubleshooting and provisioning telecom services in support of mission operations
  • Experience with both legacy and modern transport systems (e.g., SONET, MPLS, DWDM, X.25, PSTN)
  • Strong written and verbal communication skills to interact with military and contractor personnel
  • Proven ability to manage multiple complex circuit projects simultaneously
  • Proficient in analyzing network drawings, working with OSS/BSS systems, and inventory tools
