Are you a detail-oriented professional with a passion for aligning distribution rate-setting initiatives with financial planning, budgeting, and investment activities?
As a Specialist in Rates and Settlements, you will play a crucial role in ensuring accurate, timely, and effective analysis of revenue, wholesale and retail settlements, and regulatory financial results. Your expertise will support reporting to external regulatory authorities and internal stakeholders.
What you’ll do

Financial Analysis and Reporting

  • Prepare monthly MIFRS & IFRS financial results, ensuring accuracy and regulatory compliance.
  • Conduct variance analysis comparing actual results to budget, forecast, and year-over-year data for regulatory-related elements.
  • Create forecasts for revenue, cost of power, load, rate design, cost allocation, rate base, and operational expenditures for budgets and rate applications.
  • Support regulatory-related elements of financial audits, including external audits.

Regulatory Compliance and Reporting

  • Fulfill OEB regulated reporting requirements, including RRR, ESQR, and the annual utility scorecard.
  • Develop annual rate applications and other regulatory submissions.
  • Lead accurate and timely reporting of all MOE & IESO requirements, including initiatives like OESP, OER, ICI.

Customer and Stakeholder Relations

  • Manage complex rates and settlement inquiries from IESO, Hydro One, and embedded generator customers, ensuring satisfaction.
  • Collaborate with internal groups on regulatory accounting, compliance, and settlement issues.

Industry Monitoring and Development

  • Stay informed on industry issues and regulatory developments, recommending actions to support organizational objectives.
  • Research, recommend, and implement procedures and processes to enhance operational effectiveness.

Compliance and Process Improvement

  • Ensure compliance with legislative, regulatory, and health & safety standards.
  • Establish and maintain regulatory-related accounting procedures in line with OEB, IESO, Ministry of Energy, and Ministry of Finance regulations.
  • Support the introduction of new or modified business processes, including creating job aids and employee training.

Education & Specialized Knowledge

  • Bachelor’s degree in Business Administration, Finance, Economics, Accounting or a related discipline
  • CMA/CGA/CA/CPA designation
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market Rules, Electricity and Gas Inspection Act, Accessibility for Ontarians with Disabilities Act
  • Knowledge of the electricity regulated industry or equivalent experience with emphasis on rate design and cost allocation methodologies
  • Strong computer skills with proficiency in MS Office application

Experience

  • Minimum of 5 years’ experience in an accounting / financial control capacity with a minimum of 2 years’ experience in a regulated industry
  • Demonstrated experience in rate setting, wholesale settlements and regulatory compliance an asset
  • Work experience in ERP, CIS and Settlement systems including, Oracle JD Edwards, CC&B and LPS

Skills/Abilities/Competencies

  • Excellent problem-solving skills including analytical, interpretive, evaluative and/or critical thinking to solve unique problems
  • Strong planning and prioritization skills to ensure multiple tasks are completed accurately and within established timelines
  • Excellent written and presentation skills
  • Must hold and maintain a valid class “G” driver’s licens
