JOB SUMMARY: Working under the direction of the Housing Manager and Director of Public Works, The Tenant Liaison’s primary responsibility is to establish mutual understanding and cooperation between tenants, Nation members, and the housing department. To become aware of tenant concerns and to take appropriate action and the task is to create transparency between the community and the housing department. DUTIES AND RESPONSIBILITIES: * Be the first contact on tenant issues and concerns for housing programs and services. * Develop tenant programs and services to enhance the tenant’s responsibility in the managing and operating of their homes and residences. * Review the needs of housing and tenants and develop workshops to address this need. (workshops in furnace maintenance, HVAC monitoring, budgeting, intro to housing bylaws, understanding addictions, develop tenant association). * Deliver workshops in the community for housing tenants. * Deliver workshops in schools. This includes preparing and setting up all required supplies and equipment. * Represent the Tsleil-Waututh Nation (TWN) housing department in outreach / community events throughout the year to facilitate activities. * Work with housing staff to market workshops for tenants and the community. * Ensure the establishment of research to accomplish effective planning and monitoring of housing delivery strategies, programs and services, and new and emerging housing needs of the community and TWN tenants. * Administer workshop evaluation by communicating with tenants, committees, and housing staff. * Assist families and individuals to lower the risk of being evicted. * Assist families before, during, and after their home renovation. * Assist families and individuals to meet community standards for cleanliness within their housing units. * Connect families and individuals to community services, i.e. education, employment, and support services. * Oversee the rental arrears process. * Develop strategies to deal with conflict among tenants. * Coordinate and develop a volunteer program and a tenant association organization. * Develop strategies and coordinate activities to increase a sense of community engagement. * Liaison with other relevant professionals, i.e. inspectors, TWN Health, councilors, police, etc. * Collaborate and communicate with the various referral sources. * Ensure that best practices are followed while working with clients and tenants. * Prepare monthly stats and reports; and to manage and evaluate risk. * Demonstrate integrity and ethical leadership in the implementation of the programs and services for the clients, community, and government. * Implement the strategic direction and objectives in collaboration with the housing staff for all clients or housing tenants. * Prepare proposals to keep the program running or to enhance the program. * Maintain a database for tenants and record (develop) housing inventory. * Prepare and monitor work orders and provide reports to the Housing Manager. * Participate in community development meetings and training sessions and activities as required, from time to time. * When required, record and transcribe minutes of meetings as directed by the Housing Manager. * From time to time, the Housing department embarks on new tasks, or the office is assigned new initiatives, or new funding announcements, which leads to new responsibilities for Housing staff, therefore, it is understood that these will be assigned from time to time. * Perform other duties as required. QUALIFICATIONS: * A Diploma or Degree in Social work or Social Services area or equivalent is required. * Equivalent social work experience shall be considered for the formal education requirement listed above. * A minimum of two years of work experience in this area of work. * Experience in advanced keyboarding, word processing, and other computer applications such as Microsoft Word, Outlook, Excel, PowerPoint. * Must possess a class 5 driver’s license. SKILLS, ABILITIES & KNOWLEDGE: * Excellent oral and written communications skills are required as well as interpersonal skills * Ability to maintain effective working relationships with co-workers and clients. * Have knowledge of the housing policy and tenant agreements. * Confidentiality regarding client meetings in areas such as budgeting, rent, income, arrears, unit management, etc. * Knowledge of effective office procedures. * Knowledge of records management techniques. * Able to work under pressure. * Ability and/or knowledge of applying analytical skills. * Time management skills. * Demonstrated written and verbal communication skills. * Demonstrated ability to engage effectively with internal and external stakeholders. * Case management experience is considered as an asset. * Must successfully pass a criminal record check for vulnerable populations. WORKING CONDITIONS: Physical Demands: 1. May involved significant desk work with long periods of manual dexterity activities (keyboard operations, filing). 2. Work in an outdoor environment in variable weather conditions. 1. Mental Focus: 2. Must remain calm, professional, objective, and constructive, even when faced with hostility. 3.
