Job DetailsJob Location: La Porte, TX 77571EHS Specialist Location: Houston - La Porte, TX, & Crosby, TX Plants Reports To: EHS Manager POSITION SUMMARY: The Environmental Specialist will report directly to the EHS Manager and be accountable for overseeing the site Environmental/Safety programs and procedures to ensure site compliance with necessary regulations. This includes but not limited to permit reviews and reporting, , industrial hygiene, OSHA safety regulations and PSM. The Environmental Specialist will work closely with the rest of the leadership team in the implementation of other site objectives as needed. KEY RESPONSIBILITIES: Provide support to plant personnel to ensure regulatory compliance with safety, transportation and environmental regulations (federal, state and local) Monthly, annual, and ad-hoc reporting to regulatory bodies (e.g., DMRs, TSCA, SARA 311/312/313, NPDES, Title V, RCRA, RMP and other site-required programs), as well as close cooperation with such bodies with timely responses on permits, audits, and inquiries Coordinate air compliance testing activities, including stack testing and RATA testing for boilers Ensure conformity with Responsible Care Management System (RCMS) requirements, maintain documentation supporting Responsible Care certification Serve as point person for internal EHS audits and participate as necessary in external audits (industry / OSHA) Support PSSR and MOC processes Conduct first-party PSM audits annually and participate in third-party PSM audits as needed Lead investigation of all incidents and ensure completion of AIM reports (excluding major incidents requiring non-unit facilitation resources) Log all incidents into Training Mine® to maintain compliance and support trending/learning Participate in safety meetings, PHA’s, and emergency response drills Participate in the Local Emergency Planning Committee (LEPC) as needed to support community emergency planning and coordination Provide unit level support for the maintenance of IH exposure assessments, exposure monitoring and communication of IH exposure records Ensure periodic safety equipment maintenance and checks are performed and documented Manage all procedures, procedure reviews and training related to the EHS Manual Develop and maintain EHS training documentation; facilitate training as needed; and maintain records of training, safety meetings, and compliance activities Support and administer contractor safety requirements and Hazard Communication (HazCom) programs to ensure compliance and safe execution of work Work closely with other ALTIVIA EHS resources as required Maintain strong interface with operators and technicians, plant supervision at all levels, and logistics / HQ stakeholders Role model the desired behaviors needed to drive continuous improvement in EHS performance Qualifications: Associates in HSE Discipline with 5 years experience OR chemical plant experience and 5 years in a HSE role Strong understanding & experience in OSHA and environmental regulations, and hazardous materials handling A proven record of responsibility/accountability to meeting department and plant goals and safety leadership Excellent verbal and written communication skills to satisfy the internal customer requirements of this position Ability to manage and prioritize multiple tasks will be essential Possesses a high level of initiative and is able to work effectively with minimum supervision Maintains a sense of urgency, individual responsibility, and possesses the ability to effectively work under pressure and with changing priorities Proficient in Microsoft Office Preferred Experience: Bachelor’s degree HSE discipline Minimum of 5 years experience with permitting or regulatory background preferred. PSM experience is required Thorough knowledge of EPA and State environmental regulations Thorough knowledge of DOT regulations Thorough knowledge of industrial hygiene practices Qualifications
