Job Description The International Team Leader / Water Resources Specialist will support Sheladia's project team and Client (Ministry of Water Resources and Meteorology - MOWRAM), on an upcoming AIIB funded opportunity in Cambodia. The individual will provide overall leadership, technical direction, and quality assurance for the preparation of Water Resources Management (WRM) and Flood Risk Management (FRM) projects. The position will lead multidisciplinary teams in delivering feasibility studies (FS), detailed engineering designs (DED), investment packages, and due diligence documentation in compliance with AIIB guidelines. The Team Leader will ensure integration of engineering, environmental, social, institutional, and financial components while maintaining high technical standards and timely delivery of outputs. The Team Leader shall: Provide overall direction and technical leadership to the consulting team. Coordinate specialist inputs and consolidate outputs into coherent deliverables. Manage multidisciplinary international and national experts. Ensure all outputs meet quality standards and comply with AIIB requirements. Coordinate closely with MOWRAM and other key stakeholders. Lead preparation of: Inception Report Draft and Final Feasibility Study (FS) Detailed Engineering Design (DED) Investment packages Due diligence documentation Other documents required for AIIB loan processing Ensure integration of technical, environmental, social, and economic analyses. Supervise and guide teams responsible for: Surveys and investigations Hydraulic and irrigation modeling Basic and detailed engineering design Geotechnical and soil investigations LIDAR mapping and topographic surveys Dam safety analysis Oversee environmental, social, resettlement, and gender action plans. Supervise financial and economic analyses. Recommend system innovations to improve: Water use efficiency Delivery flexibility Smart water management systems Propose institutional arrangements for operational management. Review previous and ongoing donor-funded projects and private investments to: Identify constraints and bottlenecks Identify synergies Improve implementation readiness Prepare Terms of Reference (ToRs) and cost estimates for: Surveys and special studies Investment preparation and due diligence Project readiness improvements Support MOWRAM in selection of consultants/suppliers financed by AIIB. Qualifications Education Master’s degree or higher in Water Resources Engineering, Civil Engineering, or a related discipline. Professional Experience Minimum 15 years of relevant professional experience in: IWRM and FRM planning Preparation of WRM and FRM projects Demonstrated experience leading multidisciplinary teams. Served as Team Leader in at least two (2) project preparatory services or similar assignments for both WRM and FRM projects in Southeast Asia or comparable regions. Experience in Cambodia is considered a strong advantage. Experience in design of diversion structures like dams, head regulators, cross regulators etc Experience with optimization of dam operations into WRM and FRM and development of drought mitigation measures Must have a broad knowledge of irrigation water management, irrigation engineering, surveys, irrigation modeling, drainage/flood control, pond development, smart water management, institutional aspects for irrigation water management, and environment and social safeguards Proven experience working in developing countries. Experience managing international and national consultants for loan-funded project preparation. Skills & Competencies Strong leadership and coordination skills. Excellent analytical and problem-solving abilities. Strong report writing and documentation skills. Excellent written and verbal communication skills in English. Ability to produce high-quality technical reports. Strong stakeholder coordination and institutional engagement capacity.
