Reports To: Superior Court Administrator

SUMMARY

The Therapeutic Court Coordinator is responsible for the design, implementation, and coordination of the Adult Drug Court Program. This program is designed to assist offenders in accessing community resources in lieu of incarceration. The overall goal of the program is to reduce recidivism rates by assisting participants to remain compliant with treatment, continue a path of stability, and be accountable for their behaviors. This position handles the highest level of complexity in program budgeting and management. Visibility in the community and significant operations within Benton County is a key aspect of this position. This position will forecast, plan, develop and implement strategies and programs to accomplish goals, priorities and objectives including managing department resources; developing, interpreting, monitoring, adjusting, and implementing policies and procedures; and managing daily operations. This position requires a person that is highly motivated, is visionary and is able to work as a team member.

KNOWLEDGE OF:

  • The criminal justice system, legal procedures and of community resources available to individuals under supervision of the Adult Drug Court program.
  • Alcohol and substance abuse problems, diagnoses, treatment, and confidentiality requirements including disclosure and redisclosure.
  • Substance abuse treatment modalities, providers, and services within our community.
  • Modern principles, methods, and practices of management and supervision.
  • Benton County business and financial acumen and the application and interpretation of Benton County policies and procedures and federal, state, and local rules, laws, regulations, legislation, codes, and ordinances as they relate to area(s) of assignment.

SKILL IN:

  • Troubleshooting to resolve issues or problems by analyzing trends and problems, identifying alternative solutions, interpreting compliance documentation, projecting consequences of proposed actions, and communicating and/or implementing recommendations in support of goals and maintaining compliance.
  • Time management and mental and physical organization that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully.
  • Microsoft Office Suite, the internet for research and the ability learn and develop proficient skills in the County-wide enterprise resource planning software, and other online portals for state agencies.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in social or behavioral science or related field. Five years of increasingly responsible employment experience in the field of drug and alcohol addictions, therapeutic courts and/or criminal justice system experience; or any combination of education and experience which would provide the applicant with the desired skills, knowledge, and ability required to perform the job. Preferred previous Drug Court or intensive/specialized supervision caseload experience, and knowledge of substance abuse treatment modalities, provider, and services within our community. Preference given to work experience directly involved with drug addicted offenders.

LICENSES, CERTIFICATES & OTHER REQUIREMENTS:

Employment at Benton County is contingent upon the results of a background check and eligibility for coverage by the County’s liability insurance carrier. Depending upon the position, background checks may include personal and professional references, social security verification, education and professional licensing verification, financial history, and criminal history.
Valid Washington State driver’s license if driving a vehicle for County business.
Must be 21 years of age.
Must maintain current Washington State Department of Health licensure appropriate for degree(s) and credentials. Complete continuing education including suicide prevention and ethics training as required by licensure.

  • Designs, implements, coordinates and supervises operations of Adult Drug Court team, which includes judges, defense attorneys, prosecutors, court staff, law enforcement officers, jail staff, and various health service providers, in accordance with established policies and procedures for providing integrated treatment and criminal justice case management to participants with substance abuse.
  • Plans, organizes and determines overall program organization, mission, core services, and allocation of financial, human and capital resources Develops and manages short- and long-term department goals and priorities. Evaluates program progress, effectiveness, and outcomes; prepares reports as required.
  • Analyzes new and existing laws, rules and regulations, or socio-economic trends to determine any impact on the program goals.
  • Conducts research related to the program, best practices, and training for the Adult Drug Court Program.
  • Conducts and monitors substance use screenings, consultations, assessments, individualized treatment planning, referrals, and behavior management planning of adults with substance abuse. Formulates clinical recommendations for judicial review based on behavioral health diagnoses, treatment, and treatment response. Conducts and/or facilitates screenings and assessment for criminogenic risk factors.
  • Coordinates the activities and provides oversight of the Adult Drug Court team members to ensure integrated and planned clinical intervention strategies that coincide with court processes and requirements. Identifies trends and problems hindering progress and develops and implements written policies and procedures to guide the operation of the Adult Drug Court team in compliance with State guidelines, best practices, and the special needs and resources of Benton County.
  • Confers with various boards, officials, and professionals on status of participants. Conducts home visits with the assistance of law enforcement as needed. Plans and organizes graduation ceremonies for successful program participants.
  • Connects court participants to medically necessary treatment services and coordinates clinical care among treatment providers. Utilizes a wide range of community programs and services to meet individuals needs including education, vocational training, family, and specialized programs in behavioral health.
  • Manages fiscal functions including development and presentation of the program’s operating budget, monitoring of revenues and expenditures, development of funding mechanisms and sources, ensuring that all program expenditures are within budget and as cost-effective as possible.
  • Coordinates work with other departments, staff, and funding sources to ensure timely completion of projects within the approved budget and in compliance with guidelines, procedures, and regulations.
  • Manages the personnel and other administrative functions of the program including hiring, training, scheduling, evaluating and discipline of staff. Coordinates and facilitates training and professional development of team members, judges, attorneys, and other stakeholders.
  • Develops effective relationships with court staff, other departments and agencies and organizations outside County government for the purposes of consultation, teamwork, and efficient use of resources necessary for the successful operation of the Adult Drug Court program. Develops Memoranda of Agreement among various partners in the court treatment community outlining mutual expectations, responsibilities, and commitments for the ongoing operations of the courts, as needed.
  • Represents Benton County Adult Drug Court as spokesperson at community and public meetings. Plans, conducts, and presents at various types of meetings, including public meetings. Works within the community to build resources and educate community members and other entities regarding Adult Drug Court. Participates in networking with community agencies and developing relationships with stakeholders throughout the community through speaking engagements, participation on various committees and boards, and utilizing media resources, including social media.
  • Participates in specialized training or educational sessions as directed or as required.
  • Develops and maintains written policies and procedures to guide the operations of the courts in compliance with any state guidelines, generally accepted best practices, and the special needs and resources of the local jurisdiction.
  • Compiles reports on compliance with conditions of program participation and assures that they are accurately communicated to and considered by the Adult Drug Court team. This includes preparation of compliance and progress summaries for status hearings.
  • Oversees the collection and recording of criminal history data; maintains database and records to document and monitor caseloads, client demographics, and program outcomes.
  • Performs other related duties as assigned.
