BRIEF POSITION SUMMARY

Performs complex (journey-level) managerial work administering the daily operations and activities of the Project Design Team within the Construction and Facilities Management Office’s (CFMO) Design and Project Management Branch (DPM). Responsible for overseeing the planning, design, and project development functions of the approved Annual Work Plan (AWP) projects while ensuring compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Collaborates with the Planning and Programming (P&P) Branch to develop project deliverables and/or documentation. Develops design priorities, evaluates budget requests, and reviews work products to ensure expectations for quality and timeliness are met. May supervise the work of others. Reports to the Design Supervisor and works under general supervision, with moderate latitude for the use of initiative and independent judgement.

EDUCATION:

  • Graduation from an accredited four-year college or university is required (substitution allowed).

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in engineering, construction management, architecture or a related field is preferred.

EXPERIENCE:

  • Three years of experience in professional architectural services, including concept development, design, construction management, project completion, or a related area is required.
  • Three years of supervisory or managerial experience.
  • Experience using Microsoft Office (such as Outlook, Word, Excel, SharePoint, or Teams) is required.

PREFERRED EXPERIENCE:

  • Experience in professional design for construction, contract administration, and/or project management is preferred.
  • Experience with environmental issues is preferred.
  • Experience in financial management with federal and/or state government and experience with Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.
  • Experience in state and federal purchasing or contracting procedures is preferred.
  • Experience in military construction and facilities management is preferred.
  • Experience working in a military environment is preferred.

OTHER REQUIREMENTS:

Responsibilities
  • Plans, organizes, and directs the activities of the Project Design Team within CFMO’s Design and Project Management Branch.
  • Establishes project goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals.
  • Directs the review, development, coordination, and implementation of preliminary (pre-construction) project design development activities, project schematics and design concepts for new construction projects and the renovation of existing infrastructure.
  • Provides expertise and technical assistance in design specifications, plan interpretation, scheduling, planning, and general engineering activities to Project Managers and/or Team.
  • Oversees project design progress through completion, bid analysis, and specifications.
  • Oversees aspects of the contract document phase of assigned projects; scopes and manages Design Services contracts for (AWP) projects; and reviews Architecture and Engineering (A/E) proposed fees and negotiates for contract awards within budget.
  • Reviews A/E products to ensure conformance to Owners Project Requirements (OPR) / Basis of Design (BOD). Proposes value engineering options that maintain these objectives while reducing overall costs.
  • Maintains ongoing presence in active projects and provide design review of any proposed changes/scope adjustments.
  • Oversees construction inspections/testing and actively assist in the resolution of technical and procedural problems.
  • Develops assessments, studies, reports, cost estimates, plans, inventories, maps, and recommendations relative to projects.
  • Develops, reviews, and monitors facility layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
  • Assists the Design Supervisor in ensuring all design management activities are performed on schedule, within budgetary limits, and in accordance with current statutes, ordinances, specifications, and contract requirements.
  • Collaborates with the Planning and Programming (P&P) Branch to develop well-defined Owners Project Requirements (OPRs) / Basis of Design (BODs) for extensive renovation or new construction projects.
  • Aids the P&P Branch with developing benchmark schedules for approved AWP projects to accurately forecast risk.
  • Operates and supervises the operation of computer-aided drafting and design software used in the development of capital projects.
  • Prepares and submits Plans, Specifications, and Estimates (PS&Es) on projects, as needed.
  • Actively participates in leadership meetings aimed at addressing issues related to current and future infrastructure projects.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs other duties as assigned.
