Position Information
Ideal candidate will be Responsible for providing consultation and leadership to districts for planning, project development and coordinating the implementation of project management tools for the delivery of all projects for TxDOT’s project portfolio including advanced portfolio project management, advanced project development, investment scenario planning, and complex data analysis to build a portfolio by prioritizing and selecting projects in alignment with statewide program initiatives. Coordinates with personnel engaged in transportation engineering work in one or more functional areas, such as planning. Coordinates the development and management of enterprise-wide portfolio status and cost performance indicators, schedule performance indicators, and risk scores.

Position Description
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and/or research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s Degree in engineering or related science bachelor’s or higher degree accepted by TX PELS.

Experience:

  • 8 years engineering, transportation engineering, or related engineering experience
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Texas Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

  • Light Work, lift up to 20 lbs at a time, frequently lift and carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Close visual acuity-work includes data/figures; view of computer screen, extensive reading
Responsibilities
  • Provides planning and engineering support for districts in project development.
  • Performs highly advanced and complex planning work such as plan review, calculations, and transportation planning studies.
  • Provides professional advice regarding technical and engineering aspects of corridors of Statewide significance.
  • Reports to stakeholders on preliminary engineering and PS&E project development, letting schedules, construction cost estimates, authorized UTP funding, funding gaps, and construction status.
  • Monitors district project milestones for preliminary engineering projects and district corridor planning projects to manage TxDOT’s $100B PLAN Authority portfolio.
  • Directs and oversees data collection and analysis efforts and shares the results of these efforts with decision-makers to help them make informed decisions.
  • Evaluates transportation management and operations initiatives and practices and proposes options for improving transportation programming or planning activities.
  • Coordinates transportation planning and development matters with the Area Engineers, adjacent districts and other entities.
  • Oversees implementation of action plans for project planning and coordinates the preparation of the Project Development Plan update.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
  • Makes presentations and represents TxDOT
  • Participates in the development of project management policies, goals, objectives, tools, processes, and methods for district projects.
  • Performs other duties as assigned.
